The signing ceremony of Vietnam Vaccine Company (VNVC) and Syntegon Group took place on February 24, in Hanoi, in the presence of Deputy Minister of Health Nguyen Tri Thuc, and Deputy Minister of Science and Technology Bui Hoang Phuong.
Vietnam in top 20 in the world in accessing and deploying modern vaccine production technology
Syntegon is a corporation with more than 160 years of experience in manufacturing high-tech equipment for the pharmaceutical and biopharmaceutical industries and has supplied equipment to leading world pharmaceutical companies such as Sanofi, Pfizer, GSK, MSD, BioNTech, Johnson & Johnson...

According to the agreement, in the initial stage, Syntegon will provide VNVC with a production line applying "No Touch Transfer" technology, using robots and a complete isolator chamber along with advanced process control solutions to maximize automation in the sterile area. This is the most modern vaccine production line from Germany.
The line can produce 4 popular vaccine forms including solution bottles, freeze-dry bottles, syringes and injection pens. The system operates with a filling speed of up to hundreds of bottles or tubes per minute, with a precision filling capacity from 0.1 ml to 20 ml. The entire process from packaging, filling to packaging is performed by robots and specialized processes. For oxygen-sensitive products, the line integrates an inert gas filling solution before closing to ensure the stability and optimal quality of the product.
Thanks to this technology platform, the risk of microbial and fecal contamination is strictly controlled, ensuring sterile environment, safe quality, accurate quantification for each dose of vaccine, uniform quality between production batches and supporting data retrieval to serve quality management according to international standards.
The entire equipment line will be designed and manufactured in Germany immediately after the contract is signed, expected to be installed from August 2027 and put into operation by the end of 2027.
With the investment in this high-tech production line, the VNVC Vaccine and Biological Products Factory officially joins the group of 20 factories in the world possessing Syntegon's leading advanced technology right in the first production stage. This is an important platform for vaccine products produced at the factory to meet strict quality standards EU-GMP, US-FDA, WHO-GMP... This, along with ensuring synchronous quality standards, "made in Vietnam" vaccines can completely participate in the global market, a field with the most advanced and strict technology segment of the pharmaceutical manufacturing industry, with quality equivalent to leading production centers in the world.

VNVC's investment contributes to promoting vaccine production technology
Speaking at the signing ceremony, Mr. Bui Hoang Phuong - Deputy Minister of Science and Technology emphasized that the Resolution of the 14th Party Congress and Resolution 57-NQ/TW both affirm that science, technology and innovation are strategic breakthroughs, in which mastering core technology increasingly determines the national position in the global value chain. In the field of biomedicine, vaccine production is not only an industrial activity, but is directly linked to health security, national autonomy capacity and disease response capacity.
He highly appreciated VNVC's bold investment in modern vaccine production technology, showing that the private sector is increasingly playing an important role in strategic technology fields, contributing to promoting the development of the pharmaceutical industry, vaccines and medical biological products in a modern direction, strengthening self-reliance and improving national preventive health capacity.
The Ministry of Science and Technology is committed to continuing to accompany businesses in investment, research, technology transfer and human resource development to gradually master advanced vaccine technology in Vietnam," Deputy Minister Bui Hoang Phuong affirmed.
Mr. Ngo Chi Dung, Chairman of the Board of Directors cum General Director of Vietnam Vaccine Company, VNVC Vaccine and Biological Products Factory shared that currently every year the VNVC Vaccination System serves tens of millions of doses of world-leading high-end vaccines equivalent to developed countries for people. When participating in the production sector, the first goal of VNVC is to produce these vaccines right in Vietnam.

Investing in world-leading modern equipment and machinery systems in this key field is the top key to ensuring the synchronous quality of vaccine products produced at the VNVC Vietnam Vaccine and Biological Products Factory meets standards equivalent to products produced at large factories around the world.
We determine that this is not just an investment in a factory, but an investment in the nation's autonomy capacity in a particularly important field for public health, contributing value to the development of Vietnam's high-tech vaccine and pharmaceutical industry," Mr. Ngo Chi Dung expected.
Mr. Florian Blobel - Sales Director of Syntegon Pharma Liquid Asia-Pacific region commented: "Cooperation with VNVC is not only a commercial agreement but also a symbol of modern technology transfer from Germany to Vietnam, a bridge connecting two markets, two economies, and above all two common visions for community health".
Previously, the VNVC Vaccine and Biological Products Factory was started in May 2025 in Tay Ninh, with a total initial investment of more than 2,500 billion VND and a capacity of 100 million doses per year. The factory operates according to strict international standards of the EU, FDA and WHO, laying the foundation for a roadmap to gradually improve the production capacity of high-quality vaccines in the country.
The groundbreaking ceremony was attended by French President Emmanuel Macron during his visit and working trip to Vietnam, demonstrating the scale and significance of international cooperation of the project.
