Information from the Ministry of Agriculture and Environment, in order to achieve the growth of agriculture - environment 4% this year, over the past time, the units under the Ministry have reviewed, adjusted and implemented a number of targets and growth landmarks compared to the original scenario. The Department of Planning - Finance has presided over the drafting plan in 2025, and collected opinions from relevant units.
The growth goal is to maintain the added value of the region (Agriculture, Forestry and Fisheries) of NLTS at 4% or more. In particular, the added value of the agricultural sector is expected to reach 3.85%, with the growth of the crop industry from 2.4 - 2.9%and the livestock industry is from 5.7 to 5.98%. The seafood sector is expected to increase 4.35% and forestry aims to grow by 5.47%.
In parallel with the growth target, the agricultural sector aims to have a total NLTS export turnover of 65 billion USD, striving to reach 70 billion USD.
According to Minister Do Duc Duy, the growth indicators of the labor force sector in the first quarter of 2025 have had positive signals. The agricultural and aquatic sector is forecast to grow by about 3.6 - 3.7%, expected to reach the initial target.
The Minister emphasized that in developing plans and implementation scenarios, we must closely follow the plans, programs and strategic projects that the Government has set out. Although we previously set a growth target of 3.5%, we now need to adjust to reach 4%. Therefore, some tasks previously included in the long-term plan now need to be accelerated.
In particular, the group of solutions needs to be expanded and clarified related to improving productivity, quality and efficiency in production and business of employees.
According to the Minister, restructuring the industry must focus on improving productivity, quality and added value of products. We cannot just focus on increasing productivity, because land areas cannot increase forever. Therefore, restructuring is not only about improving productivity but also includes effectively reorganizing production.
Next, administrative reform must be implemented synchronously, reducing complicated administrative procedures. For the agricultural sector, it is necessary to shorten the time for research and implementation of new projects and products.
The Minister gave an example, in the plant variety industry, it takes us ten years to develop a new variety. This clearly shows the delay in the development process and application of science and technology into practice.
In terms of science and technology, units need to promote international integration factors in upcoming strategies. The head of the science and technology sector agreed with the proposal of the units in building a prestigious, high-quality and inspiring NLTS brand. The plan should add more solutions to improve processing, food safety and communication.
In recent times, the lack of accurate information about the epidemic situation, prices and output has led to many misunderstandings in society. We need to improve communication work, especially in emergency situations such as epidemics or price fluctuations.
In particular, to improve management efficiency, we need a "database", like a pocket calendar, so that the Ministry's leaders can look up all information about output, exports, prices and important indicators", Minister Do Duc Duy emphasized the digital transformation strategy.
The Minister emphasized that although the first quarter has ended and there are only three quarters left to achieve the growth target of 4%, with the determination and efforts of relevant units and agencies, the set goals can be completely achieved. However, to do this, there must be more specific and clear solutions, especially in assigning tasks, determining those responsible and the time to complete output products.
