On April 4, Circular 12/2025/TT-BTC amending Circular 40/2017/TT-BTC on fee working regime and conference payment regime will officially take effect. Compared to current regulations, many expenses for working trips of cadres, civil servants and public employees have been adjusted to increase significantly to suit price fluctuations and implementation practices.
accommodation allowances increase by 50%, sea trips increase by 60%
The accommodation allowance - the payment to cover living expenses when traveling on business trip - is increased from 200,000 VND/day to 300,000 VND/day.
For cases sent to work on missions in coastal and island areas, the allowance increases from 250,000 VND/day to 400,000 VND/day. This level is applied to all working time at sea, on islands and travel time.
accommodation rental rates are adjusted to increase sharply
room rental costs are adjusted according to the form of a contract and depending on the level and work area.
Cadres at the Minister, Deputy Minister level or with a position allowance coefficient of 1.25 or higher are allocated a maximum of 1.6 million VND/day/person (an increase of 1 million VND before).
For levels with allowance coefficients from 0.8 to under 1.25:
Working in centrally-run cities: 600,000 - 800,000 VND/day.
Working in the province: 500,000 - 600,000 VND/day.
In case of payment by bill, the ceiling for room rental costs will also be raised from 2.5 million VND to 4 million VND/day/room, calculated according to the one-person/one-room standard.
Travel and mobile expenses are adjusted
Travel expenses are still implemented under a contract (0.2 liters of gasoline/km for qualified personal vehicles) or payment according to actual invoices: train tickets, baggage, domestic travel expenses... according to correct documents.
For subjects who often have to work for more than 10 days a month, the monthly work fee (including parking and fuel) is regulated to be a maximum of 700,000 VND/person/month. This contract level must be clearly stated in the internal spending regulations of the agency.
What conditions must be met to pay for work?
According to current regulations in Circular 40/2017/TT-BTC (still effective with unamended contents), cadres, civil servants and public employees are paid for work fees when:
Having a decision to send him to work or an official invitation;
Comply with assigned tasks;
Have complete and valid documents according to regulations.
