In the context of reduced purchasing power in many traditional markets, most small traders said that current revenue is only enough to maintain living and re-import goods. However, before the support policies and adjustments related to taxes, in which business households with annual revenue of less than 1 billion VND will be exempt from value-added tax and personal income tax, they have received the consensus of many business households.
Ms. Ho Diem Loan - a small trader trading at Pham Van Hai market - said that purchasing power has decreased sharply recently, and business is only enough to maintain family life. However, she still agrees with the policy of transparent tax management and affirms that if revenue exceeds the threshold of 1 billion VND/year, she is ready to fully fulfill its obligations according to regulations.
Many small traders at other traditional markets also said that current revenue is mostly less than 1 billion VND per year. Ms. Tran Ngoc Mai - a small trader at Ben Thanh market - shared that being reduced tax pressure during the difficult trading period is something that makes many people excited. At the same time, the market management board also regularly supports small traders in updating information and guiding full tax declaration.
Regarding tax policies for business households, Mr. Nguyen Van Thanh - Deputy Chief of Ho Chi Minh City Tax Department - said that at the end of April 2026, the Government issued Decree 141/2026 amending and supplementing a number of regulations on tax policies, including raising the tax-exempt revenue threshold for individuals and business households to 1 billion VND/year.
Accordingly, business households with revenue below 1 billion VND/year will be exempt from value-added tax and personal income tax. The determination of revenue to apply the tax exemption threshold will be based on the operating situation of the previous year to calculate for 2026.
Mr. Nguyen Van Thanh said that according to the latest statistics in Ho Chi Minh City, the number of business households with revenue below 1 billion VND currently accounts for a very large proportion. Therefore, the number of households benefiting from this tax exemption policy is also very large. "This is a favorable condition for business households to expand production and business, improve their position and gradually make operations transparent" - Mr. Thanh assessed.
Along with tax support policies, the Tax sector is also promoting the roadmap to shift from fixed tax to declaration tax to make business operations transparent. According to Mr. Thanh, this is an inevitable trend and the tax authority will always accompany and support business households to gradually adapt to the new regulations, especially in the initial transition phase.
The Tax sector also encourages business households to proactively learn about policies, properly implement regulations on invoices, documents, tax declarations, and gradually change financial management habits to operate more systematically and effectively.
