"Many cooperative directors come from farmers so they are not proactive, they are hesitant to go out and deal with procedures, they are not persistent and follow through to solve problems. In production and business, there are still many people with short-term vision. The cooperative's activities have not yet promoted its collective strength" - Mr. Phuc acknowledged.

“The difficulty here is that businesses still have difficulty accessing capital. Because when they use the cooperative's land use rights certificate as an asset to borrow capital, it is also very difficult for the bank to disburse the loan. Lack of capital and unstable market make the cooperative even more difficult," Mr. Phuc shared.
Absorption of support policies is low
According to Mr. Phuc, in the face of these difficulties, we hope that the state management agency will be dedicated and responsible in guiding and resolving related procedures, helping cooperatives conveniently access and enjoy policies to overcome difficulties and develop.
Mr. Tran Viet Ha - Director of the Department of Planning and Investment of Ha Tinh province also said that the implementation of a number of policies to support collective economic development and cooperatives in Ha Tinh is still difficult, the absorption of policies reached low.
In 2023, outstanding loans to cooperatives and cooperative groups in Ha Tinh will be 143 billion VND, down 13.32% compared to the end of 2022. Including outstanding loans of the Bank along with outstanding loans of Credit Funds People's loans to cooperatives by the end of 2023 are 173.6 billion VND, accounting for 0.18% of the total outstanding debt in the whole area.
According to Mr. Ha, the solution in the coming time to promote cooperative development is to take advantage of the integration of support from other programs, projects and schemes being implemented in the area.
