On April 3, the Vietnam Chamber of Commerce and Industry in coordination with the Tax Department and accompanying units organized the Workshop "Business Culture Associated with Law Compliance", combined with supporting business households to declare and pay taxes in the first quarter of 2026.
Speaking at the conference, Mr. Hoang Quang Phong - Vice Chairman of VCCI said that in recent years, the Party and State have issued many important guidelines and policies to develop the private economic sector, including the business household force - a large, close to the people, flexible and playing an important role in the economy.

“As a national organization representing the business community and entrepreneurs, VCCI clearly defines its responsibility in promoting a business culture associated with law compliance. We believe that forming a transparent business habit and fully fulfilling tax obligations is the foundation for enhancing the prestige of each business entity, while contributing to building a fair and healthy business environment” – Mr. Hoang Quang Phong emphasized.
According to a representative of VCCI, through the program, business households will be supported to access tax declaration and payment procedures, become familiar with modern management tools, and gradually transform from traditional business methods to more transparent and systematic ones.
More importantly, we want to contribute to changing perceptions, so that compliance with the law and fulfilling tax obligations become a conscious choice, a standard of conduct in business.
VCCI is also researching and advising on mechanisms and policies to promote the transformation from household businesses to enterprises according to a roadmap suitable to reality. We clearly realize that household businesses are the starting force, the "seed" of the business community in the future. Therefore, the formation of business culture and awareness of law compliance right from the household business stage is not only of short-term significance, but also determines the quality of development of the business sector in the long term" - Mr. Phong emphasized.

At the workshop, Ms. Nguyen Thu Tra - Head of the Compliance and Support Management Board of the Tax Department (Ministry of Finance) said that in the past time, the Tax sector has been promoting administrative procedure reform, modernizing tax management in the direction of transparency, digitization, and putting taxpayers at the center of service. For the business household sector, this is a very important force of the economy, a place to form and develop many potential business models, gradually transforming into businesses in the future.
“The correct implementation of regulations on declaration and tax payment is not only a legal obligation, but also an initial step for business households to build prestige and build trust with customers, partners and state management agencies. The Tax sector always clearly defines the viewpoint: Management must go hand in hand with support; guidance must go ahead of inspection; creating maximum convenience for taxpayers within the legal framework” - Ms. Tra emphasized.

According to Ms. Tra, one of the key contents that the Tax Department wants to share today is:
First, accurate and complete tax declaration is the direct responsibility of business households. All revenue, expense, invoices, and documents arising in business operations need to be recorded truthfully, accurately, and on time.
Coordinating units, including VCCI and accompanying organizations, will provide technical support, procedures and guidance on dossiers; however, the responsibility for the accuracy and truthfulness of declared data still belongs to taxpayers.
Second, strengthen the application of digital technology in tax declaration and payment. The Tax sector is strongly deploying electronic platforms, including: electronic tax declaration, electronic tax payment, electronic invoices, sales management support tools.
Proactively accessing these tools will help business households: save time, reduce errors, make books transparent, and facilitate business expansion. This is also an important foundation for the process of transitioning from business households to enterprises in the future.
Third, build a habit of self-discipline.
