Petroleum businesses are urgently switching to selling E10 gasoline before the time of simultaneous application from June 1, while the Ministry of Industry and Trade proposes a series of mechanisms to promote the deployment of bio-gasoline.

E10 gasoline consumption output continuously increases

Mr. Dang Van Dung - General Director in charge of business of INDEL Investment and Development Joint Stock Company (INDEL CORP) - said that currently most gas stations of the unit nationwide have switched to selling E10 gasoline, only 2 points in Ha Dong and Ngoc Hoi areas continue to sell the remaining RON95 gasoline inventory. The current inventory is not much and is expected to be sold out in the next few days.

It is expected that by about May 25, all of our gas stations will switch 100% to selling E10 gasoline. People have also proactively learned about E10 biofuel, paying special attention to fuel quality, engine operating capacity and environmental friendliness. Many people assess that using biofuel is a necessary trend to contribute to reducing emissions and protecting the environment. From the beginning of April 2026 to now, the enterprise has sold about 250,000 liters of E10 gasoline" - Mr. Dang Van Dung said.

A representative of Petrolimex Saigon said that from August 2025, the enterprise has pioneered the deployment of E10 gasoline business at 36 retail stores in Ho Chi Minh City. To prepare for the conversion roadmap, the company has proactively invested in and upgraded the warehouse and port system, mixing capacity and land-based export to meet the plan to completely convert to bio-gasoline to replace mineral gasoline from June 1, 2026 throughout the retail and franchising store system.

In parallel with infrastructure investment, businesses also focus on quality control. Since piloting the sale of E10 gasoline at 36 stores from August 2025 to now, consumption volume has continuously increased and no negative feedback related to product quality has been recorded. According to businesses, this is a positive signal showing that consumers are gradually trusting and more reassured when switching to using E10 bio-gasoline.

Similarly, Ho Chi Minh City Petroleum Co., Ltd. (Saigon Petro) said that it started supplying E10 RON 95-III gasoline from May 15. However, it will stop trading RON 95-III gasoline after May 31.

Dr. Giang Chan Tay - Director of Boi Ngoc One Member Limited Liability Company (exploiting gasoline and oil in Vinh Long) - said that special attention should be paid to the loss factor in the bio-gasoline business, a technical characteristic that has been recognized in the actual E5 gasoline business, when the evaporation rate of E10 gasoline is higher than mineral gasoline.

Therefore, it is very necessary to coordinate between the Ministry of Industry and Trade and the Ministry of Finance in researching and determining a reasonable loss rate to include in the cost structure. At the same time, it is also necessary to consider appropriate compensation mechanisms for the loss incurred exceeding the normal level, which can be specifically quantified according to the ratio (about 0.6%), in order to ensure the rights of businesses in the transition process" - Dr. Giang Chan Tay proposed.

Ministry of Industry and Trade proposes a series of mechanisms

Recently, the Ministry of Industry and Trade submitted to the Government a draft resolution to remove obstacles to accelerate the roadmap for deploying E10 biofuel nationwide from June 1. The Ministry of Industry and Trade proposed to allow key petroleum traders to hire testing services from qualified units according to regulations to inspect petroleum quality, instead of being required to self-invest in private testing laboratories as at present. This is considered an important solution to reduce initial investment costs for businesses in the context that many units reflect that the cost of building testing laboratories can be up to tens of billions of VND.

Regarding selling prices, the Ministry of Industry and Trade proposed to assign this ministry and the Ministry of Finance to coordinate in determining the factors constituting the base price of E10 gasoline to serve market management. In the initial stage, the item chosen to announce the base price is E10RON95-III.

According to the proposed mechanism, the base price of E10 gasoline will be calculated based on the price of RON95 gasoline in the world market, the price of fuel ethanol (E100), along with mixing, transportation, storage and other reasonable costs. In which, the fuel ethanol price will be determined and announced by the Ministry of Finance to serve as a basis for price calculation.

Another noteworthy point in the draft is that the Ministry of Industry and Trade proposed that the Government assign the Ministry of Finance to study adjusting the special consumption tax and environmental protection tax in the direction of creating a sufficiently attractive price difference between bio-gasoline and mineral gasoline.
