One of the notable proposals is to propose that the Government assign the Ministry of Finance to study a proposal to adjust the special consumption tax and environmental protection tax for E5 and E10 bio-gasoline in order to create an attractive price difference between bio-gasoline and mineral gasoline.
The draft also stipulates the responsibility of organizing implementation for ministries, branches, localities and related businesses.
For the Ministry of Industry and Trade, this agency presides over the coordination of the supply of ethanol and base gasoline for blending and mixing E10 bio-gasoline; supervises the roadmap for blending, mixing, and trading E10 bio-gasoline implemented in phases, with control, prioritizing enterprises that have met the conditions for implementation.
In phase 1, until May 31, 2026, the draft encourages businesses that have prepared E100 supply, blending and distribution infrastructure to consumers such as PVOIL, Petrolimex to expand blending, mixing, and distribution of E10 gasoline in their systems.
The remaining businesses implement many solutions such as purchasing E5 and E10 bio-gasoline from businesses capable of supplying it to switch to distributing bio-gasoline while waiting for conditions on blending infrastructure to be completed.
This content is supplemented according to Directive No. 09/CT-TTg dated March 19, 2026 of the Prime Minister and related directing and operating documents.
Phase 2, from June 1, 2026, will simultaneously deploy the distribution of E5 and E10 gasoline nationwide according to the provisions of Circular No. 50/2025/TT-BCT.
For the Ministry of Science and Technology, the draft assigns the task of guiding the leasing of testing services and simplifying the process of issuing Certificates of Registration for petroleum blending establishments according to the provisions of Article 1 of the Resolution.
The Ministry of Construction is assigned to review and guide standards and regulations on construction and renovation of storage infrastructure and biofuel blending stations to ensure safety and compliance with regulations.
The Ministry of Agriculture and Environment develops a raw material area plan to serve biofuel production and policies to encourage sustainable domestic E100 production.
At the same time, this ministry evaluates and announces emission reduction indicators when using E5 and E10 gasoline to serve communication work.
People's Committees of provinces and cities are assigned to direct functional agencies to support businesses in building new, renovating, and upgrading biofuel storage and distribution infrastructure; strengthen inspection and supervision of the quality of E5 and E10 biofuel circulating in the area.
For petroleum traders and businesses producing and importing biofuels, the draft requires proactively planning to create sources of mineral gasoline and E100; upgrading blending infrastructure and distribution systems; developing a plan to convert the business of E10 gasoline at the distribution system of traders to be completed before June 1, 2026.
Businesses must seriously implement the transition roadmap and ensure product quality in accordance with standards.
