This is the amount of evidence seized by Quang Ninh Traffic Police during patrolling and controlling National Highway 18, through Yen Than Commune, Tien Yen District, Quang Ninh Province on March 16, 2025.
At that time, the police discovered a car driven by Hoang Van Luong, born in 1991, residing in Chi Lang district (Lang Son), transporting 27 boxes of goods, containing a total of 1,914 Baby Three toys with foreign characters.
Upon inspection, the driver could not present invoices or documents proving the origin of the goods worth 106.92 million VND. After receiving the case, the Quang Ninh Economic Police Department identified the owner as Hoang Thanh Cong, born in 1990, residing in Kien Xuong District (Thai Binh).
Through the appraisal, the authorities determined that these nearly 2,000 Baby Three had Formaldehyt content exceeding the permitted level according to the National Technical Regulation, which could directly affect the health of consumers.
Quang Ninh Provincial Police fined Hoang Thanh Cong 45 million VND for trading in goods of unknown origin; at the same time, forced the destruction of all violating goods.
Baby Three, also known as "Be ba", is a toy line created by a Chinese enterprise, expressed as characters with round faces, rich expressions and often designed according to diverse themes such as festivals, seasons, or special events.
This product was launched in May 2024, and caused a fever in Vietnam in the last months of last year.
In addition to its diverse design and random scent, Baby Three has attracted many customers through the form ofblind box toy toys, which are sold in sealed boxes that buyers do not know in advance which model will be.
According to regulations, all items, including toys, such as: dolls, teddy bears, etc., must be tested and have a certificate to ensure the conditions according to regulations before being imported.
However, according to the Customs Branch of Region 8, up to now, no shipment of Baby Three dolls has been approved for import through border gates in Quang Ninh.
Meanwhile, according to the Market Management Department of Quang Ninh province, this type of doll is currently rare to find in stores in Quang Ninh, partly in the peak month of preventing and combating smuggling, counterfeit goods, and commercial fraud.
