Ministry of Finance requests to continue to streamline the tax, customs, and treasury systems
The Ministry of Finance requests to continue reviewing and arranging the organizational structure of vertical sectoral systems such as tax, customs, treasury, statistics and social insurance in the direction of streamlining, efficiency, reducing intermediate levels and avoiding duplication of functions. The Department of Organization and Personnel is assigned to preside over the development of plans and report to competent authorities for consideration.

In addition, the Ministry of Finance assigned the State Enterprises Department to review the transfer of state-owned corporations and general corporations with special and large-scale roles from directly under the Government Party Committee to relevant industry management ministries. At the same time, the State Budget Department is assigned to ensure resources for operating the apparatus at all levels and guide localities on investment and recurrent expenditures.

This Fund will provide technical and financial support for businesses investing in innovation and technology upgrades to improve energy efficiency, reduce production costs and emissions.

According to the Ministry of Industry and Trade, the amended Law on Energy Saving and Efficiency Use in 2025 has shifted from an incentive mechanism to strengthening management, requiring agencies and businesses to develop plans, KPIs and energy consumption norms.
