The Ministry of Finance has just issued Notice 499/TB-BTC on the Minister's direction on continuing to implement tasks related to the preliminary review of 1 year of operation of the overall model of the political system and the 3-level government model.
Accordingly, the Ministry of Finance assigned the Department of Organization and Personnel to preside over and coordinate with relevant units to propose the continued arrangement of the internal organizational structure; review the functions, tasks, and organizational structure of vertical sectoral organizations (tax, customs, treasury, statistics, social insurance), and report to the Politburo for consideration of arranging these vertical sectoral organizations, ensuring streamlining, no duplication, and reducing intermediate levels.
Assign the State Enterprises Department to preside over and review the transfer of managing agencies of corporations, general corporations, and state-owned companies with special, leading, and pioneering roles in socio-economic - defense - security fields, with large scale, nature, and impact nationwide in the direction of directly under the Government Party Committee, while the rest are arranged to be directly under the Ministry managing the sector.
Regarding finance - budget, assign the State Budget Department to organize a review of ensuring resources and recurrent expenditures to maintain the stable and smooth operation of the organizational structure at all levels, and at the same time ensure investment expenditures to create motivation to focus on socio-economic development investment. Develop guiding documents for localities related to investment expenditures and recurrent expenditures.
Previously, from July 1, 2025, the new organizational structure of the Tax Department (Ministry of Finance) included: 12 central units; 34 provincial and city taxes; 350 basic taxes synchronized with the 2-level local government organization model.
From July 1, 2025, the organizational system of the Customs Department (Ministry of Finance) will be built according to a 3-level model, including: 12 units at the Central level; 20 regional customs sub-departments; 165 border gate and off-border customs.
