Quang Ngai
Implement Resolution 08/2025/NQ-HDND dated August 22, 2025 on regulations on collection rates, collection, payment and management of fees for granting Certificates of land use rights and ownership of assets attached to land in Quang Ngai province.
Fees collected when performing administrative procedures in person:
When people carry out administrative procedures through online public services, the fee is 0 VND.
Hai Phong
From 2025, the fee for granting red books in Hai Phong will be implemented according to the provisions of Resolution 17/2024/NQ-HDND, specifically as follows:
Tuyen Quang
Tuyen Quang province continues to apply Resolution 13/2021/NQ-HDND dated December 20, 2021 promulgating Regulations on collection rates, collection subjects, collection, payment, management and use regimes for some types of fees and charges in the field of natural resources and environment applied in the old Tuyen Quang province as follows:
Continue to apply Resolution 38/2024/NQ-HDND dated December 30, 2024 regulating fees for appraisal of dossiers for granting Certificates of land use rights and ownership of assets attached to land in Ha Giang province (old) and Resolution 41/2024/NQ-HDND dated December 30, 2024 regulating fees for granting Certificates of land use rights and ownership of assets attached to land in Ha Giang province (old).
Khanh Hoa
Implement Resolution 03/2025/NQ-HDND dated August 15, 2025 regulating the collection, payment, management and use of fees for appraisal of dossiers for granting Land Use Rights Certificates (red books); fees for granting Land Use Rights Certificates and Property Ownership Certificates for assets attached to land in Khanh Hoa province.

Tay Ninh
The People's Council of Tay Ninh province passed Resolution 02/2025/NQ-HDND dated August 7, 2025 regulating the collection of fees for administrative procedures (TTHC) through the full-process online public service and partial online public services in Tay Ninh province.
Regarding the fee collection rate, Article 2 of Resolution 02/2025/NQ-HDND stipulates that the fee collection rate is 0 (no) at the same time when individuals and organizations request to resolve administrative procedures through the use of full online public services and partially online public services in Tay Ninh province, including fees for granting certificates of land use rights, house ownership rights, and assets attached to land (in the field of natural resources and environment). Applicable from August 7, 2025 to December 31, 2025.
Ca Mau
Implement Resolution 03/2025/NQ-HDND dated August 5, 2025 of the Provincial People's Council on the fee and charge for performing online administrative procedures in Ca Mau province, stipulating the fee of 0 VND (no fee) when performing online administrative procedures for fees and charges specifically regulated in the Resolutions of the People's Councils of Ca Mau province and Bac Lieu province (old).
Hung Yen
Implementing Resolution 715/2025/NQ-HDND dated July 1, 2025, which stipulates the collection rate of 0 VND for a number of fees and charges under the decision-making authority of the Provincial People's Council when providing a full online public service, including fees for granting certificates of land use rights, house ownership rights, and assets attached to land.
An Giang
According to Resolution 09/NQ-HDND dated July 1, 2025 of the An Giang Provincial People's Council on the application of legal resolutions issued by the An Giang Provincial People's Council and Kien Giang Province before July 1, 2025 in the field of agriculture and environment, in which the following documents continue to be applied:
- Resolution 07/2021/NQ-HDND stipulates the collection rate, collection regime, and payment of fees for granting certificates of land use rights, house ownership rights and other assets attached to land in An Giang province
- Resolution 21/2022/NQ-HDND stipulates the collection rate, collection, payment, management and use of fees for appraisal of dossiers for granting land use right certificates in An Giang province
Thus, the collection rate for red book issuance fees and appraisal fees for red book issuance dossiers in An Giang province (new) will be implemented according to the two documents mentioned above.
Dong Thap
Pursuant to Resolution 12/NQ-HDND dated July 29, 2025 deciding to apply and abolish a number of legal resolutions of the Provincial People's Council merged due to the arrangement of administrative units, Resolution 53/2021/NQ-HDND regulating the collection rate, collection, payment, management and use of fees for granting certificates of land use rights, house ownership rights, and assets attached to land in Dong Thap province (old) will continue to be applied in Dong Thap province (new).

Regulations on fees for granting land use right certificates in 2025 in Hanoi will be implemented according to Resolution 06/2020/NQ-HDND:
Hue City
Regulations on fees for granting land use right certificates in 2025 in Hue city will be implemented according to Resolution 05/2024/NQ-HDND.
Resolution 17/2025/NQ-HDND dated September 17, 2025 stipulates the fee of 0 VND when performing administrative procedures through Online Public Services in Hue city.
Cao Bang
Regulations on fees for granting land use right certificates in 2025 in Cao Bang will be implemented according to Resolution 94/2022/NQ-HDND.
Dien Bien
Regulations on fees for granting land use right certificates in 2025 in Dien Bien will be implemented according to Resolution 21/2020/NQ-HDND (amended in Resolution 03/2022/NQ-HDND)
Resolution 04/2025/NQ-HDND stipulates the collection of fees and charges in implementing online administrative procedures in Dien Bien province
Ha Tinh
Regulations on fees for granting land use right certificates in 2025 in Ha Tinh will be implemented according to Resolution 253/2020/NQ-HDND (amended in Resolution 101/2023/NQ-HDND, Resolution 136/2024/NQ-HDND).
Lai Chau
Regulations on fees for granting land use right certificates in 2025 in Lai Chau will be implemented according to Resolution 42/2021/NQ-HDND (amended in Resolution 31/2022/NQ-HDND).
Resolution 38/2025/NQ-HDND dated June 18, 2025 stipulates the fee collection rate for performing administrative procedures through online public services in Lai Chau province.
Lang Son
Regulations on fees for granting land use right certificates in 2025 in Lang Son will be implemented according to Resolution 21/2024/NQ-HDND.
Resolution 12/2025/NQ-HDND stipulates the fees and charges for online administrative procedures; fees and charges for converting documents related to the arrangement and reorganization of the state apparatus in Lang Son province.
Quang Ninh
Regulations on fees for granting land use right certificates in 2025 in Quang Ninh will be implemented according to Resolution 62/2017/NQ-HDND (amended in Resolution 131/2018/NQ-HDND dated December 7, 2018).
Son La
Regulations on fees for granting land use right certificates in 2025 in Son La will be implemented according to Resolution 135/2020/NQ-HDND (amended in Resolution 34/2022/NQ-HDND, Resolution 69/2023/NQ-HDND).
Thanh Hoa
Regulations on fees for granting land use right certificates in 2025 in Thanh Hoa will be implemented according to Resolution 28/2024/NQ-HDND.
Resolution 12/2025/NQ-HDND amends the Regulations on the collection, exemption, reduction, collection, payment, management and use of fees and charges under the authority of the People's Council of Thanh Hoa province with Resolution 28/2024/NQ-HDND
Nghe An
Regulations on fees for granting land use right certificates in Nghe An in 2025 will be implemented according to Resolution 47/2016/NQ-HDND (amended in Resolution 15/2021/NQ-HDND).
Resolution 09/2025/NQ-HDND dated July 10, 2025, the Provincial People's Council approved the regulation on the fee and charge for performing administrative procedures through online public services in the province.
