The workshop " individual Income Tax Law - Ensuring fairness, promoting growth" took place at 2:00 p.m. on March 14, 2025 at the headquarters of Lao Dong Newspaper (No. 6 Pham Van Bach, Cau Giay, Hanoi), with the participation of experts in the fields of tax, finance, economy, representatives of management agencies, enterprises and financial - banking organizations.

Orientation for personal income tax reform in the coming period

According to the Tax System Reform Strategy for the period 2021-2030, approved in Decision No. 508/QD-TTg dated April 23, 2022, the completion of the personal income tax policy needs to be consistent with the general reform goals of the tax system, both ensuring reasonable mobilization of resources for the state budget and creating convenience for businesses and people.

Currently, the Ministry of Finance is drafting a amendment to the Law on personal income tax to submit to the National Assembly for consideration according to the roadmap, expected to be commented on in October 2025 and approved in May 2026. The workshop will discuss important contents such as: Considering family deductions in accordance with socio-economic reality; Assessing taxable income thresholds for business income; Adjusting gradual tax rates in part, ensuring the reasonableness of tax levels; Considering tax incentives for highly qualified human resources and newly arising incomes.

Discussing some new policy proposals

In addition to the contents related to personal income tax, the workshop will also discuss proposals to expand the tax base, including assessing the possibility of applying taxes on inherited assets, real estate and investment income. Experts will analyze the impact of these adjustments to find solutions suitable to reality, ensuring feasibility when implementing.

The workshop was organized in a combination of direct and online on the communication channels of Lao Dong Newspaper, creating conditions for a large number of experts, managers, businesses and interested people to follow and contribute their opinions.
