The Tax sector carries out tax tasks in 2024 in the context of the world and domestic economic situation continuing to develop in a complicated and unpredictable manner; opportunities, advantages, difficulties and challenges are intertwined.
Conflicts escalated in some countries and regions; prices of gasoline, basic goods, and transportation fares fluctuated sharply; economic and trade recovered slowly; global aggregate demand and investment declined; exchange rates and interest rates fluctuated unpredictably. Domestically, the economic situation continued to be stable, growth was promoted, major balances of the economy were ensured; the monetary market and exchange rates were basically stable. However, aggregate consumer demand recovered slowly, inflationary pressure increased due to fluctuations in electricity prices and wages, along with complex climate change, natural disasters, storms and floods, especially the serious impact of storm No. 3 in some northern localities, creating great pressure on budget collection.

In that context, with the determination to successfully complete the goals, targets and tasks of 2024, right from the first days of the year, the Tax sector has closely followed the direction of the Government and the Ministry of Finance, focusing on resolutely implementing 7 key tasks and 10 groups of solutions proposed at the 2023 Tax Review Conference on revenue management and preventing budget losses, focusing on digital transformation and modernization of tax management.
Overcoming many difficulties and challenges, the tax authorities have synchronously and effectively implemented solutions for revenue management and tax work in 2024, bringing the entire industry to the finish line with a total estimated revenue of VND 1,732,000 billion (as of December 18, 2024), reaching 116.5% of the estimate, of which domestic revenue reached VND 1,440,413 billion; 60/63 localities have exceeded the revenue estimate for 2024.
State budget revenue is estimated to be realized in the whole year of 2024, the total revenue managed by tax authorities will exceed the estimate by about 245,588 billion VND, equal to 113.7% compared to the implementation in 2023.
19/20 regions, revenue items, and taxes exceeded the estimate. 16/20 regions, revenue items, and taxes had growth compared to the same period.
61/64 Tax Departments completed and exceeded the 2024 state budget revenue estimate.

At the workshop "Tax and a healthy financial system for sustainable development" chaired by the Ministry of Finance, the General Department of Taxation in coordination with Lao Dong Newspaper organized on December 18, 2024 in Hanoi, Mr. Mai Son, Deputy General Director of the General Department of Taxation - Ministry of Finance said that in 2025, the Tax sector will focus on implementing a number of major and key tasks.
The first task that the tax sector has implemented is to concentrate resources, drastically and synchronously implement solutions to manage revenue collection, prevent budget loss, collect tax debts, and strive to complete the task of collecting the state budget in 2025 assigned by the National Assembly of VND 1,719,556 billion. Of which: Crude oil revenue is VND 53,200 billion; Domestic revenue is VND 1,666,356 billion) and 63/63 localities have completed the task of collecting budget in the area.
Next is to renovate and diversify the forms of propaganda and support taxpayers (taxpayers), focusing on studying automation solutions, applying artificial intelligence, large data in propaganda and support of taxpayers.
Third, focus on implementing inspections and examinations according to the approved plan to ensure timeliness and quality, focusing on inspections and examinations in sectors and fields with large revenue potential and high risk of revenue leakage. Thoroughly and resolutely implement measures to manage, urge, collect and enforce tax debts in accordance with procedures and regulations, based on careful assessment, analysis and classification of debts and have plans to support debt resolution and settlement in areas with large and increasing tax debts.
Fourth, perfecting functions and tasks and preparing necessary conditions for the new organization to operate smoothly after streamlining, not leaving gaps that affect service to people and businesses. Regularly instilling in civil servants awareness, strictly complying with the agency's rules and regulations, discipline and order in performing public duties.
Fifth, continue to closely monitor the actual situation to study and propose to competent authorities solutions to complete and synchronize the tax policy system in accordance with the standards of the tax system according to international practices towards a synchronous tax system with a sustainable structure, ensuring the reasonable mobilization of resources for the State budget; create a favorable and fair investment and business environment, encourage investment, promote competition, regulate income reasonably, in accordance with the integration and development process of the economy; promptly grasp the difficulties of taxpayers to answer and resolve them.
Sixth, the entire Tax sector focuses on and resolutely promotes the comprehensive implementation of the tasks of reform, modernization, and digital transformation in tax work, considering this a vital task of tax authorities at all levels to build a modern Tax sector. Thoroughly apply Big Data, artificial intelligence (AI), and machine learning (ML) to all aspects of tax management.
Seventh, review and strictly manage revenue sources and taxes to collect correctly and fully. Resolutely fight against fraud, tax evasion, and tax appropriation. Promote administrative reform, reduce and simplify administrative procedures. Improve the quality and efficiency of services for taxpayers.
Continuing the achievements of 2024, the General Department of Taxation continues to affirm that it will concentrate all resources on implementing the above 7 key groups of tasks to complete the task of collecting state budget revenue, contributing to the Government having more resources to implement social security policies, promoting sustainable economic growth, contributing to the completion of the 5-year Socio-Economic Development Plan for the period 2021-2025, towards the 14th National Party Congress. This is also a driving force for the Tax sector to compete and strive to successfully complete the tasks and achieve achievements to celebrate the 80th Anniversary of the Traditional Day of the Vietnam Tax Sector.
