In 2024, the Vietnamese tax sector will achieve many important achievements, not only in budget collection but also in management, administrative reform and digital transformation.

Budget revenue exceeds 1.7 million billion VND for the first time

According to the report of the General Department of Taxation, the total state budget revenue in 2024 managed by tax authorities is estimated at 1,732 trillion VND, exceeding the estimate by 16.5% (equivalent to exceeding 245,588 billion VND), up 13.7% compared to the implementation in 2023 and the highest ever.

One of the sources of revenue with strong growth in 2024 comes from e-commerce tax collection, with the figure of VND 116,000 billion, an increase of 20% over the same period in 2023. To date, 120 foreign suppliers have registered, declared and paid taxes via the Electronic Information Portal (E-Portal) for foreign suppliers. The amount of tax paid by foreign suppliers in 2024 is nearly VND 8,700 billion, an increase of 26% over the same period in 2023.

The above results have significantly contributed to the Government having more resources to implement social security policies, promote sustainable economic growth, and contribute to the completion of the 5-year Socio-Economic Development Plan for the 2021-2025 period, towards the 14th National Party Congress.

The General Department of Taxation said that in order to complete the budget collection task, from the beginning of the year, the Tax sector has developed a communication and propaganda plan, directing tax agencies at all levels to carry out propaganda with content closely following the progress of the sector's political tasks.

In the journey of digitalizing tax management, in 2024, the tax sector will continue to make comprehensive changes in tax management methods, gradually integrating all tax management activities of tax authorities into the digital environment, innovating the operating model, and changing the way tax services are provided based on digital technology and digital data.

In particular, in November 2024, the tax industry launched a virtual assistant application to support taxpayers (AI Chatbot). After only 1 month of implementation, the application received and answered nearly 30,000 questions with 4,500 registered users.

Notably, the General Department of Taxation has recently officially launched the Electronic Information Portal for individual business households to register, declare, and pay taxes from e-commerce and digital business platforms. This is not only a breakthrough in tax management, but also timely and effectively meets the needs and rapid development of the digital economy.

Nurture sustainable revenue streams

Regarding the plan and implementation of tasks in the coming year, General Director of the General Department of Taxation Mai Xuan Thanh said: “The year 2025 has a special significance, with many important events taking place in the country. This is a favorable opportunity for the Tax sector to grow, make strong changes, create the best conditions for taxpayers to stabilize and develop production and business activities, thereby nurturing and growing sustainable revenue sources for the State budget”.

In order to strive to comprehensively complete the assigned tax tasks in 2025, in parallel with the implementation of the arrangement and streamlining of the apparatus in accordance with the spirit of the Party and State, ensuring smooth, effective and efficient operation; the General Department of Taxation has set out key goals, tasks and specific solutions for implementation in 2025.

Accordingly, the General Department of Taxation will focus on streamlining and organizing the apparatus to operate effectively, efficiently, stably and smoothly, without affecting the implementation of the sector's political tasks. At the same time, it will resolutely, synchronously and effectively implement revenue management, striving to complete the assigned task of collecting the State budget in 2025; continue to promote digital transformation, apply scientific and technological advances, especially Big Data technology, artificial intelligence in all stages of tax management; resolutely and further improve the effectiveness of the fight against fraud, illegal invoice trading, and tax refund appropriation.

“Build and exploit the maximum efficiency of the Tax sector’s large database, combining data from Project 06 to identify revenue sources, areas, and taxes with potential for collection, preventing loss of State budget revenue; strongly transforming management thinking, shifting from administrative management to service”, the leader of the General Department of Taxation emphasized.
