Hundreds of charging station installation locations have been identified
Implementing Directive No. 20/CT-TTg on the urgent task of preventing environmental pollution, on this basis, the Hanoi Department of Construction has developed a outline for the "Project to convert fossil fuel-based motor vehicles to clean energy".
Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen requested the working group to coordinate with the consulting unit to survey each specific location, thereby developing a suitable implementation mechanism, complying with the law, ensuring fire prevention and fighting safety. At the same time, promptly complete the planning of the charging station system according to unified regulations and standards.
According to the latest report of the Hanoi Department of Construction, there are currently 9 wards in the Ring Road 1 area that have submitted proposals. In addition to Ring Road 1, 67/126 communes and wards have not proposed (as of September 4). Other wards have proposed 386 locations that can be installed. The Center for Technical Infrastructure (Department of Construction) surveyed 19 more locations in parks and underground parking lots. The Traffic Management and Operation Center also determined that 3/5 bus transfer points can study the arrangement of charging stations.
For the network of 122 bus terminals, some locations such as bus stations, parking lots in urban areas, shopping malls, stations, airports... are also calculated according to demand. The Hanoi Housing Management Center reviews resettlement areas, student housing, social housing, and inter-agencies, and plans to arrange 81 more car charging locations and 105 motorbike charging locations.
Along with a survey by the Hanoi Department of Construction, currently a number of enterprises in the area such as agency headquarters, hospitals, universities, parking lots, flower gardens, etc. have also proposed to pilot the installation of about 500 locations with the standard of charging stations for many types of vehicles. At the same time, build the idea of developing charging stations on the road, sidewalks and in urban areas.
Synchronous coordination
In order to unify strategic and technical orientations for investment in developing electric vehicle charging station infrastructure with synchronous solutions to serve the strategy of converting green means of transport and electric vehicle charging station infrastructure in Hanoi, in July 2025, Hanoi Electricity Corporation (EVNHANOI) and the Department of Industry and Trade agreed on the implementation deadline, charging station location planning, power supply sources, etc.
According to EVNHANOI, Hanoi has currently had over 230 customers signing electricity purchase contracts for stations/charging stations with 239 measuring points, achieving a total installed capacity of more than 78,000kW, mostly personal charging stations (234 points), of which 5 stations are bus charging stations.
Mr. Nguyen Hoang Tung - Director of Giap Bat Bus Station (Hanoi) said that from June 10, 2025, the bus station will deploy 21 pillars with 41 charging sockets to serve people in the area and taxis to pick up and drop off passengers at the station very conveniently.
Mr. Tung said that the charging station system is currently serving vehicles with 9 seats or less. When Hanoi City deploys the development of electric motorbikes, buses, and inter-provincial electric passenger vans, bus stations will install additional charging stations to meet demand.
"The development of charging stations depends on the needs of the people, along with fire prevention and fighting, electricity supply approved by the State management agency, the bus station will comply and implement", said Mr. Tung.
Dr. Nguyen Thiet Lap - Lecturer of the Department of Automotive Mechanical Engineering (Faculty of Mechanical Engineering, Hanoi University of Science and Technology) said that Hanoi's promotion of green transportation development is a trend and very feasible. Hanoi's determination of charging station locations has created convenience for people, but when people convert vehicles from fossil fuels to electricity, the demand for charging stations will be very large, with more than 100 stations only partially met. Therefore, Hanoi City needs to have solutions to develop charging stations in apartment buildings and residential areas. At the same time, it is advisable to select investors with sufficient capacity, because the source of supply must be large enough and safe, and cannot be developed massively.
115 locations are proposed to include charging stations in the list, allocated as follows: Traffic land, sidewalks: 33 locations; Public land: 15 locations; Mixed land: 20 locations; Headquarters land: 30 locations; School and educational land: 15 locations.
Flower garden area: 2 locations, including Phung Hung flower garden (Duc Thanh - Phung Hung - Bat Dan intersection) and Co Tan flower garden (Trang Tien - Tran Quang Khai intersection). Hanoi Bus Station Joint Stock Company will build a charging station at Giap Bat Bus Station: 40 locations, operating from 10.6; Gia Lam Bus Station: 34 locations, operating from 15.7; My Dinh Bus Station: expected to have 20 locations, operating in the third quarter of 2025.
