On July 28, 2026, in Ha Tinh, the Provincial Party Committee, Ha Tinh Provincial People's Committee and Vietnam National Group of Industry and Energy (Petrovietnam) had a working session to unify the direction of project implementation.
The focus is on the Industrial - Ecological Energy Center Project in Vung Ang Economic Zone, researching investment in a Data Center integrating LNG infrastructure, contributing to creating new development momentum for Ha Tinh, spreading to the North Central region and realizing the country's double-digit economic growth target.
Attending the program were Comrade Nguyen Duy Lam, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Ha Tinh province; leaders of the Provincial Party Committee, People's Council, People's Committee and departments and agencies of Ha Tinh province.
On Petrovietnam's side, there were Chairman of the Member Council Le Ngoc Son, General Director Le Manh Cuong and leaders of the Group and member units. The program also had Mr. Peter Gibson, Executive Chairman of Nebula Energy and Senior Lieutenant Colonel Bui Son Nam, Deputy General Director of MobiFone Telecommunications Corporation.
From the first cooperation agreement in 2010 to the Comprehensive Cooperation Agreement in 2025, Petrovietnam and Ha Tinh have expanded cooperation in many fields from investment, production and business to infrastructure development, social security and human resource training. In the first 6 months of 2026 alone, the revenue of Petrovietnam member units in the area reached about 11.5 trillion VND, equivalent to about 17% of the province's GRDP.
The cooperation relationship between Petrovietnam and Ha Tinh is towards an industrial - energy development model associated with logistics and digital infrastructure, creating sustainable growth momentum for the locality and the region.
At the working session, the two sides exchanged views on the development orientation of the Industrial - Ecological Energy Center in Vung Ang according to the value chain linkage and industrial symbiosis model. Petrovietnam will prioritize the implementation of platform projects including the North Central LNG Warehouse, Vung Ang III LNG Power Plant, Data Center and gas distribution infrastructure system.
Within the framework of the program, a signing ceremony of cooperation documents took place:

Cooperation agreement to study investment opportunities for the Data Center in Vung Ang Economic Zone between the Management Board of Ha Tinh Provincial Economic Zone, PV GAS and Nebula Energy to study and evaluate investment opportunities for a data center integrating LNG infrastructure, taking advantage of cold heat from recycled LNG at the North Central LNG warehouse and extending the LNG value chain in Vung Ang Economic Zone.
The cooperation agreement between Vietnam Gas Corporation (PV GAS) and MobiFone Telecommunications Corporation marks the first step in implementing the Cooperation Program between Petrovietnam and the Ministry of Public Security for the period 2026-2030. The two sides will coordinate to research investment models, develop data centers, and gradually form an ecosystem connecting energy infrastructure and digital infrastructure.
The Memorandum of Understanding on the purchase and sale of recycled LNG for the Vung Ang III LNG Thermal Power Plant Project between PV GAS and PV Power is the starting point in cooperation in supplying and consuming recycled LNG for the project. The plant has a capacity of 1,500 MW, when put into operation, it will supplement electricity for the national power system, contributing to promoting economic development in the Vung Ang and Ha Tinh provinces.

Secretary of Ha Tinh Provincial Party Committee Nguyen Duy Lam emphasized: The province identifies the Project as a key project, with strategic significance for Ha Tinh, the North Central region and national energy security, creating motivation to form an energy ecosystem, promoting socio-economic development. The Standing Committee of the Provincial Party Committee has unanimously directed levels and sectors to closely coordinate with Petrovietnam to complete the project and submit it to competent authorities.
On Petrovietnam's side, Chairman of the Member Council Le Ngoc Son emphasized: The Industrial - Energy Center project in Vung Ang Economic Zone is built to concretize Resolution No. 26-NQ/TW of the Politburo on the development of the North Central and Central Coast regions.

The Group will focus resources, direct member units such as PV GAS, PV Power and partners to closely coordinate to ensure progress, aiming to put key items into operation according to the set roadmap.
In parallel with investment activities, Petrovietnam continues to implement social security programs in Ha Tinh. In 2026, the Group and member units are expected to spend about 110.4 billion VND to build schools, support healthcare and education development. The "STEM Innovation Petrovietnam" program is also being implemented to contribute to the development of high-quality human resources and promote innovation in the locality.

On this occasion, Petrovietnam leaders presented symbolic commitments to accompany social security programs in 2026 to representatives of communes and wards in Ha Tinh province.
Through cooperation programs, signed documents and social security activities, Petrovietnam and Ha Tinh province are aiming for a resource linkage model between national strategy, local advantages and business capacity, creating momentum for industrial development, energy transition and forming new growth poles.
