On June 27, Thanh Hoa Provincial People's Committee said that Vice Chairman of Thanh Hoa Provincial People's Committee Le Quang Hung - Member of the Provincial Party Committee Standing Committee, Head of the Provincial State Budget Collection Steering Committee (NSNN) has just chaired a conference to listen to the report on state budget revenue results in the first 6 months of the year and tasks and solutions for the last 6 months of 2026.
According to a report by the Department of Finance, state budget revenue collection in the province continues to maintain positive growth momentum in the context that Thanh Hoa has been in the group of localities with large budget revenues in the country for many consecutive years.
In the second quarter of 2026, total state budget revenue in the province is estimated at 34,202 billion VND, equal to 66.2% of the estimate and an increase of 115.7% compared to the same period.
In which, domestic revenue is estimated to reach 20,251 billion VND, equal to 61.1% of the estimate, an increase of 106.1% compared to the same period;
Revenue from import and export activities in the first 6 months of the year is estimated at 13,952 billion VND, equal to 75.4% of the estimate and an increase of 133.3% compared to the same period.
The indicators show that the revenue structure continues to expand, many revenue sources achieve quite good growth, especially the import and export sector.
To ensure the highest completion of the 2026 state budget revenue estimate and create a foundation for the 2026–2030 period, Thanh Hoa Department of Finance has proposed 10 key groups of solutions, focusing on: Strengthening revenue management, combating budget revenue loss; Recovering and handling tax arrears; Effectively exploiting revenue from land and mineral resources; Promoting revenue from Nghi Son Economic Zone and industrial parks; Developing services with large room such as tourism, logistics, trade; Expanding revenue base from production and business; Accelerating the disbursement of public investment capital; Promoting digital transformation in revenue management; Strengthening inter-sectoral coordination;
At the conference, delegates emphasized the need to continue to promote the role of growth pillars such as Nghi Son Economic Zone, the industrial park system, along with effectively exploiting revenue from land, customs and commercial services.
Many delegates proposed that sectors and localities closely follow the direction of the Central Government, the Provincial Party Committee, the People's Council and the Provincial People's Committee; implement synchronous solutions, ensure correct and sufficient collection, timely collection, and limit budget revenue loss.
Mr. Le Quang Hung - Vice Chairman of Thanh Hoa Provincial People's Committee emphasized the need to closely monitor the domestic and world economic situation to develop budget revenue scenarios for each sector, each quarter, ensuring practicality and proactiveness in management.
The Department of Finance is assigned the role of focal agency, proactively coordinating with relevant units in budget revenue collection work. The Provincial Tax Department continues to implement effective revenue collection solutions, focusing on areas with much room.
Sub-Department of Customs of Region X is required to improve the efficiency of import and export tax collection; Department of Agriculture and Environment coordinates to accelerate the progress of land use fee collection.
Along with that, localities continue to reform administrative procedures, improve the investment and business environment, remove difficulties for businesses, promote the development of potential economic sectors such as tourism, trade, logistics, thereby creating a stable and sustainable source of revenue for the budget.
The general goal is to be determined to complete and exceed the state budget revenue estimate for 2026, contributing to the successful implementation of the province's socio-economic development goals.
