Speaking at the regular press conference of the Ministry of Finance for the third quarter of 2025, Deputy Minister of Finance Nguyen Duc Chi said that the total state budget revenue in September is estimated at 156.7 trillion VND. The accumulated state budget revenue for the first 9 months of the year is estimated at more than 1.9 million billion VND, equal to 96.7% of the estimate (central budget revenue is estimated at about 88.5% of the estimate; local budget revenue is estimated at about 105.2% of the estimate), an increase of 28.9% over the same period in 2024.
Total balanced state budget expenditure in September is estimated at 192.1 trillion VND. Accumulated spending for the first 9 months reached more than VND 1.62 million billion, equal to 63.1% of the estimate, up 30.6% over the same period in 2024. Of which: development investment expenditure is estimated at about VND451 trillion, equal to 57% of the estimate; interest payment is estimated at 68.4% of the estimate; regular expenditure is estimated at 68.4% of the estimate.
After 04 pillar Resolutions (Resolutions No. 57, 59, 66, 68) were issued, the Ministry of Finance has urgently reviewed, developed and amended a series of legal documents to promptly institutionalize them.
The Ministry has submitted and participated in the development of the Draft Law amending and supplementing 8 laws in the financial sector (including the Law on Bidding; Law on Investment under the Public-private Partnership method; Law on Customs; Law on Value Added Tax; Law on Export Tax, Import-Export Tax; Law on Investment; Law on Public Investment; Law on Management and Use of Public Assets); at the same time, study and amend important tax laws such as the Law on Corporate Income Tax, Law on Personal Income Tax, Law on Value Added Tax to add incentives, create motivation for innovation, digital transformation and support the private economic sector.
Regarding the implementation of two-level local governance, the Ministry of Finance has issued Decisions and documents promptly assigning units under the Ministry to carry out assigned tasks according to their functions and tasks, and at the same time issued Official Dispatches and documents urging and thoroughly grasping localities to seriously implement assigned tasks to resolve difficulties and problems in the process of reorganizing two-level local governments. Decision to establish a Standing Group and establish a hotline to resolve difficulties and problems; organize 02 comprehensive centralized support sessions for 34 localities. Thanks to that, the difficulties in financial mechanisms for the implementation of two-level local governments have been basically resolved.
In the coming time, the Ministry of Finance will continue to focus on resolving bottlenecks, unlocking all resources, especially bottlenecks in policies to achieve the growth target of over 8%. This is a particularly important task set by the Party and State.
The Ministry of Finance is strongly directing units under the Ministry to urgently complete the dossier of draft laws and resolutions to submit to the 15th National Assembly at the 10th Session. This is a key task to ensure progress and quality of law-making work according to the 2025 legislative program.
