Improving policies to improve energy efficiency
On August 14, the Department of Innovation, Green Transformation and Industrial Promotion (DCI), Ministry of Industry and Trade organized the National Conference on Energy Saving and Efficiency Use in 2026.
Using energy economically and efficiently is one of the important solutions to ensure national energy security, improve the competitiveness of the economy, reduce greenhouse gas emissions and promote sustainable development.

The national program on energy saving and efficiency in the period 2019–2030 (VNEEP3), approved by the Prime Minister in Decision No. 280/QD-TTg dated March 13, 2019, sets a target of saving from 8–10% of the total national energy consumption in the entire period.
Through more than half of the implementation journey, the Program has contributed to raising awareness, strengthening management capacity and promoting the application of energy-saving solutions in many industries, localities and businesses.
Presenting at the conference, Mr. Hoang Viet Dung, Deputy Head of the Department of Energy Efficiency and Green Transformation, Department of Innovation, Green Transformation and Industry Promotion - Ministry of Industry and Trade presented a report on the results of implementing the National Program on energy saving and efficiency use 2019 - 2030.

Mr. Dung said that regarding the plan to implement the 2026 - 2030 program, it is necessary to continue to improve mechanisms, legal policies, propaganda, and training to raise community awareness about using energy economically and effectively.
For industrial production activities: continue to build energy use norms in production for some selected sectors and at the same time develop roadmaps and action plans on energy saving and technology transformation.
Promote the implementation of the ISO 50001 System through training and certification activities. Guide and support these businesses to carry out annual energy use reporting work with local Departments of Industry and Trade and the Program's website. Build a management and monitoring system for electricity consumption in industrial production facilities.
Bringing energy saving solutions into practice
For businesses, energy saving not only helps reduce production and business costs but also contributes to improving operational efficiency, meeting increasingly high requirements for green production and participating in the global supply chain.
Representatives of the business community shared at the conference, Ms. Le Thi Hoang, Asia Architecture and Trading Co., Ltd., Tan Long Paper and Packaging Factory said that in the past time, the enterprise has implemented many energy-saving and efficient solutions. Specifically, the enterprise has participated in developing a symbiotic industrial ecosystem; applying ISO 14001, ISO 50001 management systems.

The enterprise has applied the RECP Resource Efficiency & Cleaner Production solution: investing in pressing equipment and raw material transportation conveyor belts, reducing raw material losses, and reducing the area requirement for raw material storage. At the same time, the enterprise has also developed clean energy infrastructure and applied other solutions.
Besides the advantages, businesses still face many difficulties in the implementation process. Specifically, initial investment costs and maintenance costs are high, and the legal and policy framework is not stable. Along with that, the internal capacity of businesses is still limited.
The opinions at the Conference are an important source of practical information for the DC to continue researching and advising the leaders of the Ministry of Industry and Trade to improve mechanisms and policies and improve the effectiveness of the Program implementation.
In which, localities need to strengthen guidance and inspection of compliance with legal regulations and support key energy-using facilities. Businesses need to proactively build projects, invest in high-performance equipment and apply digital technology.
Banks, funds, financial institutions and consulting units need to develop suitable products, accompanying businesses.
Through connecting management agencies, localities, the electricity industry, financial institutions, experts and the business community, the Conference contributes to promoting experience sharing, replicating effective models and strengthening resource mobilization for energy-saving and efficient use activities nationwide.
