On August 21 in Hanoi, Deputy Minister of Industry and Trade Nguyen Hoang Long chaired an online conference to review the implementation of Decree 57/2025/ND-CP and Decree 58/2025/ND-CP of the Government on direct electricity purchase and sale mechanism (DPPA) and renewable energy development.
At the Cao Bang bridge, there were leaders of the Department of Industry and Trade, representatives of relevant departments and Cao Bang Power Company attending.
Accordingly, Decree 57/2025/ND-CP stipulates the DPPA mechanism between large customers and renewable power generation units through two forms: separate connection lines or through the national grid.
Decree 58/2025/ND-CP focuses on encouraging self-produced, self-consumed rooftop solar power and opening the way for the development of offshore wind power.
The two decrees have created an important legal corridor, promoting the electricity market, but practical implementation still faces many difficulties, such as the electricity price framework, compensation payment costs, certification procedures, regulations on equipment monitoring or preferential conditions for offshore wind power.
In Cao Bang, the VIII Electricity Plan adjusts the 2025-2030 period to allocate 50 MW of rooftop solar power. By July 2025, Cao Bang province will have 17 systems with a total capacity of 191.75 kWp.
In addition, the province is allocated 100 MW of concentrated solar power, without wind power and rooftop solar power outside the above target, so it is difficult to attract businesses to invest in supplying electricity to large customers.
At the conference, many opinions suggested that the Ministry of Industry and Trade soon complete the mechanism, technical standards and issue specific regulations on DPPA to facilitate investment attraction, especially for foreign enterprises.
At the same time, it is necessary to build a legal corridor for electricity storage and equipment production in the country and soon issue a clear electricity price policy.
