The High-Tech Dairy Farming and Dairy Processing Investment Project of Ha Giang High-Tech Dairy Farm Co., Ltd. has a total investment of more than 2.2 trillion VND with a scale of about 10,000 heads, on an area of 80ha.
Started in 2017, according to the plan, in phase 1, this dairy farm will be completed and put into operation in Q4/2024, but to date, many construction items are still unfinished.
Recorded at the end of March 2026, 7 rows of barns have been built, but no dairy cows have been brought in for raising. Meanwhile, other items such as internal roads, feed processing centers for cows, wastewater treatment systems, and operating houses are under construction.
To implement the construction of this dairy farm, 76 households in Ha Giang 2 ward have had agricultural land recovered. According to the project's explanation, when completed, households with recovered land will be prioritized to create jobs at the farm, but after nearly a decade, for many people, hope is gradually becoming disappointment.
Mr. Chang Van Xuan, one of the households whose land area was completely recovered for the project, the land compensation of more than 700 million VND has been used up by his family, so the worry of livelihood is increasing day by day. Every day, Mr. Xuan anxiously looks forward to the cow farm completing soon to have a job.
I hope the cattle farm will operate soon, people will be recruited to work, and have income, that would be great. People here used to mainly do agriculture, now there is no land left, so I just hope to have stable jobs," Mr. Xuan said.
Meanwhile, Mr. Duong Khanh Toan, living right next to the project, said that every day he sees workers and vehicles entering and leaving the construction site, but the progress is very slow, and the cattle farm has not been completed for many years.
There is no job yet, the compensation money is only enough to buy residential land, production land is no longer available, so income is precarious," Mr. Toan shared.
At the end of 2025, the Government Inspectorate issued a conclusion pointing out a series of shortcomings in the approval of investment policies, adjustment of investment policies and slow progress. The process of surveying and preparing detailed planning and project proposals was not strict, the project area based on the investor's proposal led to lack of synchronization and unity in data.
Especially, the lack of thorough geological surveys has led to the inability to use drilled wells to take water to serve the project (the water source for the cattle farm currently depends on the Suu stream clean water project). This trillion-dong cattle farm project is behind schedule according to the investment policy approval decision.
The Government Inspectorate proposed that the Prime Minister direct the People's Committee of Tuyen Quang province to organize a review and clarify the responsibilities of organizations and individuals in the relevant period and handle them according to their authority or report and propose to competent authorities for handling.
