The project to invest in dairy cow farming and high-tech milk processing of Ha Giang High-Tech Dairy Farm Co., Ltd. has a total investment of more than 2.2 trillion VND. The project with a scale of about 10,000 heads, on an area of 80ha in Ha Giang 2 ward, Tuyen Quang province.
Started in 2017, according to the plan, in phase 1, this dairy farm will be completed and put into operation in the fourth quarter of 2024. However, to date, the project is behind schedule, no barns have been put into operation, and many construction items are unfinished.

Recorded by PV in the last days of December 2025, after many years of construction, 7 rows of barns have been built. Internal roads, feed processing centers for cows, wastewater treatment systems and other auxiliary items are being constructed.
Part of the road leading to the factory is also a people's road used by local people to transport materials and construction equipment. The flow of large tonnage trucks entering and leaving causes the road surface to be plowed, making travel difficult.
The project has been under construction for many years but has not been completed, the concrete road is already narrow, now all large trucks serving construction are entering very dangerously. People here hope the cow farm will soon operate, have more work and income," Ms. Ly Thi P (Ha Giang 2 ward) said.
Besides expectations for job creation and economic development, local people also expressed concern about the problem of treating odors and wastewater of the 10,000-head farm when it went into operation, because this area does not have rivers and streams flowing through, and water sources are scarce.
Mr. Ban Van T (Ha Giang 2 ward) shared: "We have heard about the air and water pollution situation in places with cattle farms. Although the farm here is not yet operating, we are also worried, people use groundwater and water flowing down from mountains for daily life and agricultural production, later if they are polluted, they will lose all livelihoods.
Regarding the project, recently, the Government Inspectorate also issued a conclusion pointing out a series of shortcomings in the approval of investment policies, adjustment of investment policies and slow progress.
According to the inspection conclusion, the survey process for detailed planning and project proposals was not rigorous, and the project area was based on the investor's proposal, leading to inconsistency and unity in data.
Especially, the lack of thorough geological surveys leads to the inability to use drilled wells to take water to serve the project (the water source for the cow farm currently depends on the Suu stream clean water project). To date, this trillion-VND cow farm project is behind schedule according to the investment policy approval decision.
The inspection conclusion also clearly stated that the responsibility for this limitation and shortcoming lies with the Chairman, Vice Chairman of the Provincial People's Committee, the investor, leaders of departments and branches, and the People's Committee of Vi Xuyen district (old) in charge of the relevant fields during the period.
The Government Inspectorate proposed that the Prime Minister direct the People's Committee of Tuyen Quang province to organize self-criticism, clarify responsibilities and handle them according to its authority or report and propose to competent authorities for handling.
Tuyen Quang Provincial People's Committee urgently organizes the implementation of conclusions and inspection recommendations, and takes measures to definitively handle difficulties and obstacles of the project.
