The draft resolution stipulates that inspection and examination of each enterprise, business household, and individual must not exceed once a year, except in cases where there is clear evidence of violation.

The draft proposes to exempt corporate income tax for 2 years and reduce 50% of the tax payable in the next 4 years for income from innovative start-up activities of innovative startups and creative startup investment fund management companies.

Exemption from personal income tax for 2 years and a reduction of 50% of the tax payable for the next 4 years for income from salaries and wages of experts and scientists received from innovative startups and research and development centers.

End the form of tax payment under the tax contract method for business households and individuals from July 1, 2026. Business households and individuals pay taxes according to the law on tax management.

Regarding support for improving corporate governance capacity and human resource quality, according to the draft, the state budget will be allocated to implement a training and fostering program for 10,000 executives by 2030.

With support for small and large enterprises and pioneering enterprises, according to the draft, the State will expand the participation of private economic enterprises in key projects of great significance to socio-economic development and important national projects.
