On the morning of May 15, continuing the 9th Session, Minister of Finance Nguyen Van Thang presented the Draft Resolution of the National Assembly on mechanisms and policies for private economic development.
The Minister said that the goal of developing the Resolution is to create conditions for the private economy to access resources, support pioneering enterprises, and reach international standards.
The draft resolution stipulates that inspection and examination of each enterprise, business household, and individual must not exceed once a year, except in cases where there is clear evidence of violation.
Strictly handle acts of abusing inspection and examination to harass and cause difficulties. Exemption from on-site inspection at enterprises, business households, and individuals for enterprises, business households, and individuals in good compliance with legal regulations.
For civil and economic violations and incidents, priority should be given to applying civil, economic and administrative measures first; violating organizations and individuals are proactively allowed to overcome violations and damages.
Even with violations that reach the level of criminal prosecution, priority should be given to proactive, timely and comprehensive measures to remedy economic consequences first.
The Resolution also stipulates not to apply legal remedies to handle disadvantages for businesses, business households, and individuals.

The draft proposes to exempt corporate income tax for 2 years and reduce 50% of the tax payable in the next 4 years for income from innovative start-up activities of innovative startups and creative startup investment fund management companies.
Exemption from personal income tax for 2 years and a reduction of 50% of the tax payable for the next 4 years for income from salaries and wages of experts and scientists received from innovative startups and research and development centers.
End the form of tax payment under the tax contract method for business households and individuals from July 1, 2026. Business households and individuals pay taxes according to the law on tax management.
Regarding support for improving corporate governance capacity and human resource quality, according to the draft, the state budget will be allocated to implement a training and fostering program for 10,000 executives by 2030.
Proposal to appoint bids for high-speed railways and urban railways
With support for small and large enterprises and pioneering enterprises, according to the draft, the State will expand the participation of private economic enterprises in key projects of great significance to socio-economic development and important national projects.
Implementation is through direct investment or investment under the public-private partnership method or cooperation models between the State and the private sector according to the provisions of law.
The competent person or investor may choose to apply one of the forms of limited ordering or bidding or bidding or other appropriate forms as prescribed by law.
This is to be done for strategic fields, projects, key and important national scientific research tasks, high-speed railways, urban railways, foundational industries, etc.
