On March 22, Khanh Hoa Provincial People's Committee announced that it had issued the Project on Developing a Creative Startup Ecosystem for the period 2026 - 2030.
According to the set goals, by 2030, the creative startup ecosystem of Khanh Hoa province will fully form components, with effective connection with the national creative startup ecosystem and the South Central Coast and Central Highlands regions.
This ecosystem is expected to be built, making practical contributions to socio-economic development, promoting digital transformation, green transformation and sustainable development of the locality.
To achieve the goal, the project identifies a number of key tasks such as: Innovating thinking, raising awareness, spreading creative startup culture; perfecting support mechanisms and policies; developing infrastructure and services to support the ecosystem; training human resources; supporting startup businesses; organizing ecosystem connection activities.
According to assessments, the innovative startup ecosystem is a network of individuals, businesses, organizations such as institutes, schools, investors, management agencies, along with a legal and cultural environment to support and interact to promote new businesses based on breakthrough ideas, technology and new business models.
Core components include startups, venture capital funds, support organizations, training institutions, management agencies and advisory networks.
However, reality shows that the innovative startup ecosystem in Khanh Hoa is currently not complete.
The province still lacks investment funds and investors for startups; lacks in-depth support organizations; the team of expert advisors and trainers is still limited. The connection between components in the ecosystem is not close and easily broken.
Notably, the proportion of businesses with research and development (R&D) and innovation activities is still low, with scores of only 0.40 and 0.80 respectively according to the PII 2025 assessment, while the highest levels are 29.30 and 25.60 respectively.
The whole province currently has 14 science and technology enterprises out of a total of about 15,000 operating enterprises.
Creative startup support activities in the past have mainly stopped at communication, training, competitions and events, and have not gone into depth to develop technology and increase product value.
The promulgation and implementation of the project is considered necessary to promote science, technology and innovation to become an important driving force for socio-economic development of the province in the coming period.
Many businesses assess that in the current context, the province's orientation to develop a creative startup ecosystem in a synchronous direction, with businesses as the center, is in line with the trend.
When the project emphasizes the role of innovation, technology and intellectual property, businesses expect to have more opportunities to access practical support resources.
