On the afternoon of November 12, Minister of Information and Communications Nguyen Manh Hung continued to answer questions from National Assembly deputies.
Delegate Tran Thi Thanh Lam (Ben Tre Delegation) said that the report of the Ministry of Information and Communications showed that from 2023 to present, the Ministry has focused on inspecting, examining, and sanctioning advertising violations.
As a result, the Ministry has administratively fined 23 organizations and individuals with a total amount of 258 million VND. The delegate asked the Minister to inform whether the results of the inspection, examination and sanctioning of violations as above compared to the current situation are appropriate and meet the requirements of deterrence against violations and what is the Minister's upcoming solution?
Responding to this issue, Minister of Information and Communications Nguyen Manh Hung said that recently, many advertising violations have been subject to increased inspection and examination.
Regarding whether the inspection and punishment are appropriate, the Minister admitted that they are not appropriate. Because the resources of State agencies for inspection and examination are currently limited.
But according to the Minister, if all ministries, sectors and localities participate in inspections and checks to handle advertising violations in their fields, the story will multiply many times and can correspondingly reduce false advertising.
On the side of the Ministry of Information and Communications, the Minister said that he will organize training for inspection and examination agencies, local ministries and branches related to advertising in the digital environment.
Regarding solutions to limit false advertising, the Minister emphasized that the entire political system, ministries, and localities must manage what they manage in real life and then manage it in cyberspace.
"There is no other way. The Ministry of Health must participate and deal with false advertising of medicines and functional foods. The Ministry of Industry and Trade must intervene to control advertising of counterfeit, fake and poor quality goods," the Minister said, emphasizing that not only ministries but also localities and many sectors must participate.
According to the Minister, currently in terms of institutions, enforcement, and capacity, we can absolutely require digital platforms; require social networks, cross-border advertising platforms to enforce Vietnamese laws. If they do not, we have enough conditions, technology, and infrastructure to be able to prevent and stop their operations.
The Minister also said that digital infrastructure and telecommunications infrastructure are all in the hands of Vietnamese enterprises and they control sovereignty over cyberspace.
