Affirming the contribution of workers to economic growth of over 10%
The emulation movement "Good Labor, High Productivity, Good Income" is built on the basis of the previous emulation movement "Good Labor, Creative Labor". The movement was launched associated with the "3 savings" campaign with the motto "Good Labor" as the foundation, "High Productivity" as the requirement, "Good Income" as the result to aim for. "3 savings" is the content of the new management method to increase value and improve the competitiveness of the economy.
To develop quickly and sustainably, labor productivity must be improved. But the value of productivity is not only measured by the growth rate or output generated, but more importantly, the ability to transform into business efficiency, into income, welfare and a better quality of life for workers.
When workers deserve the fruits of their labor, businesses have more motivation to develop, labor relations become harmonious and stable, and the country has more resources to rise up. This is also the core of the emulation movement "Good Labor, High Productivity, Good Income".
This emulation movement is not only of the Trade Union organization but also a call for joint action for workers, employers and trade union organizations - 3 parties together build a positive development cycle.
In the journey of the country entering a new stage of development with very high requirements for growth rate, growth quality and national competitiveness, the team of workers and laborers continues to play a particularly important role, not only being the direct force creating material wealth but also the subject of innovation, digital transformation and sustainable development. To develop quickly and sustainably, it is necessary to improve labor productivity - this is inevitable.
Do better, more creatively, more effectively
Emulation in this period is not only emulation to do more, but emulation to do better, be more creative, and more effective. Each employee strives to be better at their profession, better master technology, and have more initiatives. Each business creates better conditions for employees to develop their abilities, while ensuring salaries, welfare and an increasingly better working environment. Each trade union level must truly be a bridge between increasing productivity and increasing income; between business development and protecting the legitimate rights of employees; between economic goals and social progress and justice.
The issue is that the business community needs to determine that no matter how developed science and technology are, workers are still the most valuable resource, the direct creators of productivity, quality, efficiency and brand of the business. Businesses must build a fair and transparent salary, bonus, and welfare mechanism associated with productivity, quality, initiative and work efficiency.
And each union member, worker, civil servant, and laborer needs to nurture the aspiration to rise up, the spirit of responsibility, self-reliance, self-strengthening, and modern working style. Emulation in the new period, each laborer needs to constantly learn throughout their lives, improve skills, digital skills, adaptability, master new technologies, proactively propose initiatives, technical improvements, save effort, resources, raw materials, and improve product and service quality.
Some targets of the "Good Labor, High Productivity, Good Income" movement in the period 2026 - 2031:
- Excellent labor emulation: At least 65% of workers are trained, trained, and fostered to improve their professional qualifications, professional skills, and digital skills. At least 75% of workers at enterprises are familiarized with information technology, digital technology, and the use of smart devices for work...
- Emulation to improve labor productivity: Annually, at least 400,000 initiatives of workers are proposed and applied in practice. Annually, from 500 - 700 initiatives are awarded Creative Labor Certificates. The profit value from initiatives in 2026 is at least 20,000 billion VND and increases by 10 - 15% each subsequent year. Labor productivity of units and enterprises participating in the movement increases by at least 8.5% per year (specifically by field and occupation). Annually, at least 30% of workers exceed labor norms.
- Emulation to improve income for workers: Strive for the average income of workers to increase by 8 - 12%/year. Over 80% of enterprises have collective labor agreements with clauses that are more beneficial to workers. Annually, at least 85% of union members and workers enjoy welfare programs organized by trade unions and businesses. Annually, strive for 30% of union members and workers with initiatives that have been effectively applied in practice to be rewarded according to the value of the initiative.
