On April 20, Khanh Hoa Provincial People's Committee just issued a plan to implement support for vocational training at the elementary level and training under 3 months.
The subjects are young people who have completed military service, the obligation to participate in the People's Police and youth volunteers after completing their duties in the province in 2026.
This policy aims to create conditions for young people after returning to their localities to be equipped with vocational skills, improve job search opportunities, and stabilize income.
At the same time, contributing to improving the quality of human resources through training, serving the goals of industrialization, modernization and socio-economic development of the province.
According to the plan, in 2026, the province will support vocational training for 414 young people belonging to the target groups according to regulations.
The subjects include: Youth who have completed military service, the obligation to participate in the People's Police; youth volunteers who have completed tasks at socio-economic development programs and projects; young intellectuals who volunteer after completing their work in economic-national defense zones.
Support conditions are implemented according to Clause 2, Article 26, Decree No. 338/2025/ND-CP dated December 25, 2025 of the Government.
Accordingly, employees who need vocational training within 60 months from the date of completion of their tasks and have not received vocational training support from the state budget will be considered for support.
Support forms are deployed flexibly, including submitting applications directly, online or through training orders with vocational education institutions.
Regarding the level of support, learners are paid for training costs according to the actual tuition fees of the training institution; support for food and living expenses of 50,000 VND/person/day during the study period; support for travel expenses of 200,000 VND/person/course for residents living 15 km or more from the study location.
For workers in areas with particularly difficult socio-economic conditions, the travel support level is 300,000 VND/person/course if the distance from the place of residence to the place of study is 5 km or more.
The total support level for each learner does not exceed 12 months of the base salary according to regulations.
