Implementing Resolution No. 51-NQ/TU of the Lao Cai Provincial Party Committee and synchronous implementation plans of the Provincial People's Committee and the Provincial Police, the commune-level police force has proactively stuck to the area, reviewed subjects, and implemented many professional measures to prevent and push back drug evils.
In a short time, in Pung Luong and Lao Chai communes, many drug-related cases have been detected and handled, thereby showing the clear effectiveness of strengthening forces and close coordination between grassroots police and professional units.
Cracking down on the drug supply chain from the grassroots level
On April 15, 2026, Pung Luong Commune Police coordinated with working groups of the Provincial Police to conduct rapid tests for cases under management. Through inspection, functional forces discovered two subjects positive for drugs.
From here, by professional measures, the police quickly clarified the source of drug supply. The related subject, Mua Thi Bau (another name Lan, born in 2005, residing in Noong Quai village, Khoen On commune, Lai Chau province) was summoned and admitted to the act of illegally trading drugs.

Expanding the investigation, functional forces conducted a search of the residence of Ly A Cho (born in 1989, residing in La Pan Tan village, Pung Luong commune), seizing 70 packages of suspected heroin and more than 25 million VND. Notably, from this subject's testimony, the Police continued to identify another drug supply link, Hang Khua Ky (born in 1976, residing in the same village).
Currently, the case is being further investigated and clarified in accordance with the law.
The continuous dismantling of subjects shows that the "source-following" fighting method is being effective, not only handling users but also eliminating the supply line.
Hit the target
Previously, on April 13, 2026, in Lao Chai commune, the commune police coordinated with professional forces to inspect and detect a case of heroin testing positive.
Through struggle, functional forces identified the drug supplier as Cu Thi Ninh (born in 1990, residing in Lao Chai village).

Conducting an emergency search, the police seized more than 6.3 grams of heroin and nearly 192 million VND. This is evidence directly related to the act of illegally trading drugs.
On April 17, 2026, the Investigation Police Agency issued a decision to prosecute the case and prosecute the defendant Cu Thi Ninh for the act of illegally trading drugs.
Affirming the core role of the commune-level police
The above results continue to affirm the direct and core role of grassroots police in drug prevention and control. With the advantage of sticking to the area and firmly grasping the subjects, the commune-level police force promptly detected and handled cases early and remotely.
At the same time, the effective coordination between the Commune Police and higher-level professional units also contributes to improving the quality of struggle, gradually cleaning up the area, and preventing the formation of complex hotspots.
In the coming time, the police force of communes will continue to promote propaganda and mobilize people to participate in drug prevention and control; strengthen the review and strict management of risky subjects, determined to build a drug-free area.
The Police Agency recommends that people raise their vigilance, not participate, and not assist in acts related to drugs; and actively report crimes. Families need to care for and manage their children, avoiding being dragged into social evils.
The joint efforts of the people will be an important factor in helping to maintain security and order, and build a safe and healthy living environment right from the grassroots level.
