Health insurance contribution rate
Accordingly, the health insurance contribution rate for students studying at educational institutions in the national education system in Ho Chi Minh City, except for students who have participated in health insurance under other groups of subjects as prescribed by the Law on Health Insurance and students who are foreigners who are not granted scholarships from the State budget of Vietnam, is as follows:
For educational institutions in Binh Duong and Ho Chi Minh City (formerly): Health insurance contribution amount = Reference level x 4.5% x 50% x number of months of participation (Refrance level from July 1, 2025 is 2.34 million VND), specifically as follows:
For educational institutions in Ba Ria - Vung Tau province (previously), the amount of health insurance contributions for HSSV = Reference level x 4.5% x 30% x number of months of participation, specifically as follows:
In addition to the State budget supporting 50% of the health insurance contribution rate according to Decree No. 188/2025/ND-CP, HSSV studying at educational and training institutions in Ba Ria - Vung Tau province (formerly) will continue to support an additional 20% of the cost of issuing HSSV health insurance cards according to Resolution 04/2020/NQ-HDND applicable until December 31, 2025.
In case educational and training institutions apply the health insurance contribution rate of 70% to collect health insurance for the 2025 - 2026 school year, when there are changes and adjustments to the additional support ratio according to Resolution 04/2020/NQ-HDND, educational and training institutions must pay additional fees (if any) to ensure full payment of health insurance for health insurance for the whole year.
From January 1, 2026, Ho Chi Minh City Social Insurance will continue to guide or temporarily suspend the implementation of the policy to support an additional 20% of the cost of issuing HSSV health insurance cards according to Resolution 04/2020/NQ-HDND.
Method and time of health insurance payment
HSSV registers to participate in health insurance and pays at the educational institution where they are studying from the beginning of the school year, the course is in 3 ways: 3 months, 6 months or 12 months (encouraged to participate for 12 months). Educational institutions are responsible for urging and reminding students to pay for health insurance contributions according to the list currently managed, organizing the collection of health insurance contributions for health insurance contributions and transferring the money and list of health insurance cards to the social insurance agency.
In case a student has a health insurance card that expires in the remaining months of 2025 or has not participated in health insurance before, he/she will only participate in paying health insurance for the remaining months until December 31, 2025, then participate in health insurance according to the above methods for the whole year of 2026.
For HSSVs in near-poor households, according to regulations, they must participate in local health insurance (the State budget supports 70%), if they have not participated in local health insurance, they can participate in HSSV health insurance at school. If the card is then issued to another subject, it will be refunded according to regulations.
If students with health insurance cards belong to other groups (police, military, emergency department...) have expired and do not continue to participate in other groups, they will continue to participate in the health insurance group from the following month at the educational institution until the end of the general term of the educational institution.
The value of the health insurance card corresponds to the health insurance payment amount according to regulations. In case of continuous participation in health insurance, the health insurance card is valid from the 1st of the month following the month in which the old health insurance card has expired.
In case of first-time participation in health insurance or having participated in health insurance under one of the subjects specified in Article 12 of the Law on Health Insurance but not continuously for 90 days or more, the health insurance card will be valid for use after 30 days from the date of full payment of health insurance.
