Expanding the target audience
In addition to the groups specified in Article 12 of the Law on Health Insurance, the Decree adds many subjects, notably:
Rubber workers are receiving monthly allowances according to Government regulations.
Residents in communes in revolutionary zone safety during the resistance war against France or the US.
People's artisans and excellent artisans of households with average monthly income per capita lower than the basic salary.
Victims of bombs, mines, explosives after the war.
Relatives of people working in other key organizations.
Some other specific groups of subjects such as resistance fighters, commune-level military training students, etc.
Regulations on health insurance contribution levels
The contribution rate is divided into groups, calculated over 4.5% of monthly salary or basic salary, depending on the subject and source of contribution (employer, employee, state budget or co-payer).
Group paid by employer and employee: employer paid 2/3, employee paid 1/3.
Group paid by social insurance agency: the contribution rate is 4.5% of pension, disability allowance or basic salary.
Group contributed by the state budget: contribution rate of 4.5% of basic salary.
The group is supported by the budget: the subject pays a part of it himself, the budget supports the remainder according to the prescribed ratio.
Members of a household participating in the financial year will have their contribution rate deducted in the order of the 2nd, 3rd, 4th and from the 5th person onwards.
Level of support from the state budget
The Decree also specifically stipulates the minimum support levels:
100% of the contribution rate for near-poor households in poor communes.
70% of the payment level is for some groups of subjects according to the Law on Health Insurance, including people in disadvantaged areas (maximum support for 36 months after this area is out of disadvantage).
50% of the payment level is for groups such as victims of human trafficking (within 1 year from the date of confirmation), or some other difficult groups.
30% of the contribution rate for the remaining subjects is supported according to regulations.
The issuance of Decree 188/2025/ND-CP aims to expand health insurance coverage, reduce the burden of participation costs for vulnerable groups and ensure the right to health care for all people.
