According to the Road Traffic Police Department, Hanoi City Police), from December 17 to December 23, 2025, the unit has received 9,753 applications for issuing and renewing driving licenses; at the same time, organized the printing of 18,200 PET card driving license blanks (this is a high-end plastic card, good impact-resistant, currently widely used as a driver's license to replace old cardboard).
The implementation of receiving documents at 126 commune-level police units after the arrangement of administrative units has been clearly effective, helping to reduce the burden on the city, creating convenience for the people. During the above period, the Commune-level Police in the Capital directly handled 5,880 dossiers for granting and renewing motorcycle driving licenses.
In addition, the Traffic Police force of Hanoi City Police has instructed 17,609 citizens to install and integrate data on the VNeTraffic application. This is identified as an important solution in the management and connection of driver's license data with the detection and handling of violations of traffic safety and order, helping people promptly grasp information on fines and avoid legal problems when performing administrative procedures.
According to Major Nguyen Duc Thang, an officer of the Road Mechanical Driving License Examination and Issuance Team, guiding citizens to install and use the VNeTraffic application is a key solution to help people proactively protect their rights.
Implementing Decree 168/2024/ND-CP, the settlement of administrative procedures, including the issuance and renewal of driving licenses, requires citizens to fully fulfill their obligations to sanction administrative violations. In reality, many cases only discovered violations of "cold fines" when coming to do the procedures for granting a new license, causing the application to be interrupted.
According to Major Nguyen Duc Thang, the VNeTraffic application allows people to receive immediate notices when the vehicle or driver is recorded by the monitoring system for violations, contributing to limiting the situation of concentrated violations, ensuring the process of issuing and renewing driving licenses is transparent and smooth.
At the same time, the Road Motor Vehicle Driving License Examination and Assessment Team has focused resources on implementing a plan to clean up driver's license data. To date, the system has recorded 750,737 visits to send photos of paper motorbike driving licenses via the iHanoi application. This is an important source of data for reviewing and updating into the national database, serving the roadmap for converting all driving licenses to PET materials.
Converting from paper to PET material not only improves the durability of documents but is also a mandatory condition for integrating information into electronic identification accounts, making the inspection and control work of the authorities and people's searches more convenient and more accurate.
