According to this plan, each citizen will have a single electronic health record, attached to a personal identification code, ensuring "the right person, the right data", limiting duplication and information distortion. Health data is updated from medical examination and treatment facilities, health check-up and screening programs and is integrated and displayed centrally on the application.
Choosing the Digital Citizen platform helps people easily access it, without having to install new applications, while taking advantage of the city's existing digital infrastructure. People can proactively look up medical history, track health indicators and manage personal information conveniently.
According to Assoc. Prof. Dr. Tang Chi Thuong - Director of Ho Chi Minh City Department of Health, not only serving people, the system also creates a platform for connecting and sharing data between medical facilities, gradually forming a common health data warehouse of the city. This is an important basis for the health sector to switch to a data-based management model, improving operational efficiency and quality of care.
Notably, information verification will be carried out through VNeID electronic identification, ensuring the safety and security of personal data. At the same time, the city also builds a solution to create records for dependents such as children, students or people who need legal representation.
Electronic health records are deployed in 4 steps: creating administrative information; updating health data; synchronizing and displaying data; and exploiting to serve people and management work. Local authorities will monitor the progress of deployment through a dashboard system, associated with health management by residential area.
The implementation of electronic health records is expected to create a shift from disease care to comprehensive health care, from passive to proactive, preventive and continuous according to the life cycle, contributing to improving the quality of health care for city residents.
