Do not let gasoline and oil supply be interrupted in any situation

The Domestic Market Management and Development Authority requests key traders, producers and distributors of gasoline and oil to absolutely not interrupt supply.

Faced with the complex developments of the world energy market, the Domestic Market Management and Development Department (Ministry of Industry and Trade) issued Official Dispatch No. 495/TTTN-XD dated February 27, 2026, requesting key traders, gasoline and oil producers and distributors to proactively plan sources of goods, maintain reserves and absolutely not interrupt supply to the domestic market.

According to assessments, the Russia-Ukraine conflict is still prolonged, along with the risk of increasing geopolitical tensions in the Middle East region, especially the possibility of conflict between the US and Iran, which may directly affect global crude oil supply and transportation activities. Recently, world oil prices have fluctuated upwards, potentially affecting imports and the balance of supply and demand for domestic gasoline and oil.

Faced with that situation, the Domestic Market Management and Development Department requests key petroleum traders to seriously and fully implement the minimum total petroleum supply in 2026 that has been assigned, ensuring both output and types; and at the same time comply with the plan to implement the total quarterly source of goods registered with the Ministry of Industry and Trade. Businesses must proactively closely monitor the developments of the world market, develop response scenarios, and diversify supply sources, including both domestic and imported sources.

For key petroleum producers, the Official Dispatch emphasizes the requirement to ensure that domestic oil refineries operate safely and stably, and supply sufficient output according to the plan. Businesses need to proactively plan to ensure input raw material sources, minimizing the risk of production interruption. In case of technical incidents, maintenance or shortage of raw materials affecting output, they must promptly report to the Department for appropriate management measures.

The Department also requests key traders and distribution traders to absolutely not let supply disruptions occur throughout the system, from key to retail stores. Under all conditions, it is necessary to ensure full supply of gasoline and oil to stores belonging to the distribution system, maintain regular and continuous sales activities. Businesses need to proactively regulate goods sources, share reasonable benefits in the distribution system, and at the same time arrange sufficient personnel, organize duty shifts or overtime when necessary to meet market demand.

The Domestic Market Management and Development Department will coordinate with functional agencies to strengthen inspection and supervision of the implementation of responsibilities to ensure supply, supervise the circulating reserve level of traders and strictly handle violations according to legal regulations.
