To develop AI, we must create a market for AI
Speaking at the Vietnam Artificial Intelligence Forum - AI360 2025 on the morning of October 9, Mr. Nguyen Khac Lich - Director of the Department of Digital Technology Industry (Ministry of Science and Technology) - said that in recent years, Vietnam has been affirming its increasingly high position on the world AI map.
According to Oxford Insights' Global AI Readiness Index 2024 Report, Vietnam ranked 59th out of 63 countries, in the Top 5 ASEAN countries and has surpassed the global average for three consecutive years - a proud achievement, reflecting the strategic vision and steadfast efforts of the Government, businesses and the Vietnamese team of experts.
In particular, according to Mr. Nguyen Khac Lich, the trust in digital technology in Vietnamese society is growing strongly. According to the World AI Index 2025 (WIN), Vietnam ranks 6th out of 40 countries, 3rd globally in terms of trust in AI, and 5th in terms of AI acceptance. These figures not only talk about technology, but also demonstrate the spirit of openness, readiness and confidence of Vietnamese people in the new era.
Investment capital and AI application are also accelerating strongly. In just one year, investment capital in domestic AI enterprises has increased from 10 million USD (2023) to 80 million USD (2024) - an 8-fold increase. AI is present in all fields: finance, healthcare, e-commerce, manufacturing, smart cities - contributing to solving practical problems of the country.
"With the advantage of a young population, potential technology human resources, and strategic leadership from the State, the Vietnamese AI ecosystem is ready for a new leap forward" - Mr. Nguyen Khac Lich affirmed.

According to Mr. Nguyen Khac Lich, AI development is not only a technological problem - it is also a problem of the market, of people and of trust. We will build a National AI Supercomputing Center, develop open-ended AI data for shared use and strongly promote "AIization" in businesses, state agencies and social life.
To develop AI, we must create a market for AI. Therefore, the Government will increase public spending on AI, the National Technology Innovation Fund (NATIF) will allocate a significant budget to support AI application, and at the same time deploy a public procurement mechanism to prioritize domestic digital technology solutions. We need to turn the domestic market into a launching pad, to nurture and elevate Vietnamese AI enterprises, helping them reach out to the region and the world" - Mr. Nguyen Khac Lich emphasized.
Never before has AI developed as quickly, strongly and extensively as it is today
Mr. Nguyen Van Khoa - Chairman of the Vietnam Association of Information Technology and Services (VINASA) - emphasized that artificial intelligence has never developed as quickly, strongly and extensively as it is today.
"If 2023 is "The Year of POCs" (the year of experimental projects), 2025 is "The Year of Business Value". The Generative AI wave and especially AI Agents - systems capable of autonomous operation, are completely changing the way businesses and management are done. AI has become a new energy for the global economy, similar to electricity or the Internet in the last century" - Mr. Nguyen Van Khoa emphasized.

According to the Chairman of VINASA, for Vietnam this is not only a trend, but a golden opportunity to accelerate development. Google forecasts that the Vietnamese AI market is expected to reach 1.52 billion USD by 2030, with a stable growth rate of about 16% per year.
"Vietnam is in the leading group of countries in Southeast Asia in terms of AI application speed, with an average of five more businesses applying this technology per hour. However, to convert potential into real value, we must solve the core bottleneck: the gap between advanced technology development and mass application" - Mr. Khoa emphasized.
