An Giang - Training and guidance on digitizing dossiers and resolving administrative procedures of the Military sector for officials directly performing tasks in 102 communes, wards, and special zones.

Implementing the policy of promoting digital transformation in the Army and improving the quality of administrative reform, on July 29, the Military Command (CHQS) of An Giang province organized training to guide the digitization of dossiers and resolve administrative procedures of the Military sector for officers directly performing tasks. The CHQS of 102 communes, wards, and special zones in the province also attended.

The training class is organized in the days from July 29 to 31, divided into many phases according to each local cluster to ensure that all units are guided and practiced directly on the system. The training content focuses on the process of digitizing initial military service registration dossiers; guiding the standardization of dossier components, scanning and storing documents in the correct format; performing administrative procedures on the Public Service Portal of the Ministry of National Defense; using digital signatures; updating data to the General Data Warehouse of the Ministry of National Defense and handling situations arising during the implementation process.

The new point of this training session is the combination of theoretical guidance and direct practice on actual records. Each Commune-level Military Command Board assigns a maximum of 2 officers to participate, and brings a laptop, digital signature and first-time military service registration records of citizens to practice right in the classroom. This helps officers quickly grasp the process, operate proficiently on the software, and limit errors when deploying at units.

To ensure unified deployment, the Staff Department of the Provincial Military Command assigned the Military Affairs Committee to preside over and coordinate with the Information Committee to guide units to implement the correct procedures and components of dossiers according to regulations; The Cipher Committee supports the installation and use of digital signatures on the Ministry of National Defense's Public Service Portal, ensuring information security, network security and protecting state secrets throughout the implementation process.

After training, commune-level Military Commands will synchronously deploy the digitization of dossiers and settlement of administrative procedures at units; and report the number of dossiers that have been implemented daily to the Provincial Military Command for monitoring, direction and timely removal of difficulties and obstacles. According to the plan, the entire digitization of dossiers and settlement of administrative procedures of the Military sector in the province must be completed before August 31, 2026.

The organization of training not only contributes to improving the application capacity of information technology for grassroots cadres but also creates a foundation for building a synchronous and accurate military force database, effectively serving the state management of national defense and local military affairs, meeting the requirements of administrative reform, digital transformation and building a modern military administration in the new situation.
