Ministry of Public Security informs 5 new points of the Law on Residence (amended and supplemented) from July 1st

The Ministry of Public Security said that from July 1, the Law on Residence (amended and supplemented) officially takes effect with 5 important new points.

From July 1, Law No. 118/2025/QH15 amending and supplementing a number of articles of 10 laws related to security and order officially takes effect. In which, the Law has amended and supplemented a number of provisions of the Law on Residence.

Colonel Ngo Nhu Cuong - Deputy Director of the Department of Administrative Management of Social Order (Ministry of Public Security) has provided specific information about some basic new points of the Law on Residence.

First, amend regulations on residence and residence registration agencies to be consistent with the two-level local government model.

Second, create favorable conditions for household registration for children under 6 years old, simplify conditions and household registration dossiers.

Third, promote automatic updates and adjustments of residence information from databases.

Fourth, supplement the responsibility of notifying accommodation on vehicles.

Fifth, amend the cases of deleting permanent residence registration and temporary residence registration to be consistent with the law on nationality.

Colonel Ngo Nhu Cuong also shared about some basic new points of Circular No. 116/2026/TT-BCA dated June 29, 2026 of the Minister of Public Security detailing a number of articles and measures to implement the Law on Residence.

First, unify the form of receiving residence registration dossiers: When submitting dossiers directly, citizens only provide basic information and information on residence registration conditions; receiving officials are responsible for exploiting information from the National Population Database and related databases to create dossiers. Each dossier is issued a code for citizens to monitor and look up the progress of resolution.

Second, do not require citizens to return documents already in the database or VNeID: In case information and documents proving the conditions for residence registration have been connected, shared, and exploited from the database, information system or VNeID, the residence registration agency is not allowed to require citizens to submit or present them again.

Third, diversify the forms of notification of the results of settlement of residence procedures. Clearly stipulate the authorization of the implementation of residence procedures.

Fourth, supplement the receipt and processing of reflections and recommendations on residence: The residence registration agency is responsible for receiving and processing reflections and recommendations from citizens, households, agencies, and organizations through many forms such as: direct, telephone, hotline, suggestion box, email box, electronic information portal, VNeID and mass media.

Fifth, specific regulations on determining relations with household heads and resolving some cases of residence registration; automatic adjustment of residential addresses when there are changes in administrative boundaries; responsibilities in registering and deleting temporary residence registration; forms of notification of residence and declaration of temporary absence; confirmation of residence information.
