Residence registration does not require submitting existing documents on VNeID

The residence registration agency must proactively exploit information already available in the database and on VNeID, without requiring people to submit or present it again.

From July 1, Law No. 118/2025/QH15 amending and supplementing a number of articles of 10 laws related to security and order officially takes effect. In which, the Law has amended and supplemented a number of provisions of the Law on Residence.

Colonel Ngo Nhu Cuong - Deputy Director of the Department of Administrative Management of Social Order (Ministry of Public Security) - said that the use of data to replace the composition of residence records is implemented according to the principle that information and documents already in the National Population Database, Residence Database, specialized database, related information system or integrated on VNeID must be proactively exploited by the residence registration agency, without requiring citizens to submit or present again.

According to Colonel Ngo Nhu Cuong, when citizens submit dossiers directly, receiving officers will look up information from databases to create electronic dossiers. For online dossiers, citizens declare according to electronic forms and the available information will be automatically compared and reused.

In case the data has not been exploited, the residence registration agency is responsible for checking and verifying; citizens only have to present original documents for comparison when really necessary. For changes in civil status or address due to administrative boundary adjustment, competent authorities will update and synchronize data, and people do not have to carry out procedures to adjust their residence information.

Colonel Ngo Nhu Cuong said that the exploitation of data to replace the components of dossiers helps reduce paperwork to be submitted, limit the use of copies, save time and travel costs for people, and at the same time overcome the situation of having to declare many times the information that state agencies already have.

In addition, dossiers are processed faster and more transparently; people can monitor the progress of resolution using dossier codes and receive results via electronic documents, text messages or the VNeID application.

According to the Ministry of Public Security, this regulation contributes to improving the quality of service to people, while ensuring that residence information is updated consistently, accurately and promptly.
