According to the Ministry of Public Security, people and businesses who do not share data from self-installed cameras with commune-level police will not be penalized according to the provisions of law.

Mr. Phan Van Minh (character name changed) learned that on March 28, 2026, the Prime Minister issued Decision No. 502/QD-TTg Approving the Plan to connect and share data between security, order, violation handling and traffic control camera systems with the National Population Database and share data with the Smart City Monitoring and Operation Center.

The Ministry of Public Security, please ask me, if people and businesses do not agree to share data from cameras installed by individuals and businesses to the commune-level police, will they be handled or not? Forms and measures of handling (if any)?" - Mr. Minh asked.

Regarding this content, the Ministry of Public Security responded on the Electronic Information Portal.

According to the approved Plan, the expansion of connection of camera systems invested by organizations, individuals, and businesses is carried out on the basis of agreement, not a mandatory obligation.

Therefore, people and businesses who do not agree to share data from cameras installed by individuals and businesses to the Commune Police will not be penalized according to legal regulations.

However, to effectively serve the work of ensuring security and order, handling violations, traffic management and preventing and combating crime, the commune-level police force needs to organize propaganda, mobilization, encouragement and create conditions for organizations, individuals, and businesses to provide and share data owned by state agencies on a voluntary basis, for the common good.

Participating in connecting and sharing data contributes to improving the efficiency of State management, ensuring security and order, and building a safe and civilized living environment.
