On July 4, in Hanoi, the Ministry of Public Security organized an online conference to thoroughly grasp and organize storm and flood prevention, extreme natural disasters, climate change and civil defense work in 2026; peak response to Storm No. 1 (Maysak) under the chairmanship of Lieutenant General Dang Hong Duc, Member of the Party Central Committee, Deputy Minister of Public Security, Head of the Civil Defense Command of the Ministry of Public Security.
According to the Ministry of Public Security's Electronic Information Portal, at the Conference, Deputy Minister Dang Hong Duc emphasized that the Conference was organized to seriously implement the direction of General Secretary and President To Lam at the working session with the Government Party Committee and relevant agencies on storm and flood prevention and control, extreme natural disasters and climate change from now until the end of 2026.
According to the Deputy Minister, in the context of the whole country striving to achieve high growth targets, disaster prevention and control is not only a response task but also an important condition to ensure rapid, stable and sustainable development.
Therefore, the entire People's Police force must strongly shift from passive response thinking to proactive risk management; from handling consequences to early and remote prevention; from seasonal direction to regular preparation; from methods mainly based on experience to based on data, science, technology, law and the responsibility of the head.
The Deputy Minister requested the Police of units and localities to urgently and synchronously deploy the plans that have been developed, mobilize maximum human and material resources, and proactively respond to all natural disaster situations; requested the entire force to thoroughly grasp the guiding viewpoint of General Secretary and President To Lam: "Protecting the lives of the people is the highest requirement, the highest order", considering this as a consistent principle in civil defense and disaster prevention and control.
Police units and localities must continue to strongly shift from passive response to proactive risk management; review and update natural disaster scenarios close to the reality of each area; promote the effectiveness of the "4 on-the-spot" motto, in which commune-level police play a core role, closely coordinate with forces participating in protecting security and order at the grassroots level to proactively handle situations right from the first hour, not to be passive or surprised.

At the same time, tighten discipline and order, improve the responsibility of heads; proactively prevent, combat, and strictly handle violations of the law that increase the risk of natural disasters; strengthen training and in-depth training for task forces; promote propaganda and dissemination of knowledge and skills in disaster prevention and control to the people; proactively monitor and update weather developments, especially the impact of the El Nino phenomenon, to fully prepare forces, vehicles, and supplies ready to provide support when required.
