Ministry of National Defense stipulates support regime for forensic experts

The Ministry of National Defense guides the regime and policies of support in judicial expertise activities in Circular No. 89/2026/TT-BQP.

The Ministry of National Defense issued Circular No. 89/2026/TT-BQP regulating judicial examination in the Ministry of National Defense.

This Circular stipulates a number of contents on forensic examination in the Ministry of National Defense, including: Standards for forensic examiners; appointment, dismissal, reappointment, re-issuance, re-issuance, revocation of forensic examiner cards and recognition, cancellation of recognition, announcement of lists of organizations and forensic examiners according to cases; list of specialized fields, forensic expertise and receipt of requests for examination; establishment of the Forensic Appraisal Council; regimes and policies to support forensic examiners in the Ministry of National Defense.

Regimes and policies to support judicial expertise activities are specified in Article 14 of the Circular.

Judicial appraisers in the Ministry of National Defense are entitled to judicial appraisal allowance regime according to Decision No. 08/2025/QD-TTg of the Prime Minister on judicial appraisal allowance regime amended and supplemented by Decision No. 22/2026/QD-TTg and specific and outstanding support policies for judicial appraisers as prescribed in Article 36 of Decree No. 177/2026/ND-CP.

Agencies and units managing public forensic expertise organizations, organizations, and forensic experts in cases within the Ministry of National Defense are responsible for ensuring time and other necessary conditions on facilities, equipment, and funding for the implementation of expertise according to regulations.

The Department of Criminal Investigation of the Ministry of National Defense is responsible for presiding over and coordinating with the Department of Finance and relevant agencies to advise and propose to the Minister of National Defense to stipulate other regimes and policies to support forensic experts, attract experts and capable organizations to participate in forensic activities as prescribed in Clause 4, Article 41 of Law No. 105/2025/QH15.
