This is the content stipulated in Decree No. 343/2025/ND-CP of the Government on the regime of nursing and care when suffering from dangerous diseases, the regime of information, and funeral support upon death for retired military officers.
The Decree stipulates that retired military officers who suffer from one of the diseases on the list of dangerous diseases according to the regulations of the Minister of Health are entitled to an examination and assessment of dangerous diseases, if they are concluded by the competent Medical Assessment Council according to the regulations of the Ministry of National Defense to have dangerous diseases, they are entitled to the following regimes and policies:
Every quarter is supported equal to 2 times the base salary. The time of benefit is calculated from the quarter when the Medical Examination Council concludes to have a serious illness.
When receiving inpatient treatment at medical examination and treatment facilities inside and outside the Army, it is guaranteed that medical expenses differ from basic infantry expenses according to the provisions of law on logistical material standards for in-service soldiers.
Cases of inpatient treatment at medical examination and treatment facilities in the Army paid for by medical examination and treatment facilities; cases of inpatient treatment at medical examination and treatment facilities outside the Army paid directly by the Hanoi Capital High Command or the Provincial Military Command where military officers retire and reside directly according to the actual number of days of treatment confirmed in the discharge paper;
In case they are enjoying the above-mentioned regimes and policies to settle abroad or retire or violate discipline and law and be handled, if they fall into one of the cases of retired military officers being temporarily detained; serving a prison sentence; being convicted of one of the crimes of infringing upon national security; being dismissed from all Party positions or expelled from the Party or having all titles and positions held or deprived of the title of military personnel, they are not entitled to this policy from the immediately following quarter of the quarter to settle abroad or retire or violate discipline and law and be handled.
In case a military officer has been recognized by a competent authority as suffering from a serious illness before retirement, when retiring and receiving a monthly pension, they will receive quarterly support and policies according to the above regulations. The support period is calculated from the quarter starting to receive the pension, the benefit level is equal to the support level of the entire quarter starting to receive the pension.
In case a retired military officer has been examined and concluded by the Medical Examination Council to have a serious illness but has not been issued a decision by a competent authority to enjoy the regime of supporting serious illness and dies, the relatives are entitled to one-time support equal to 2 times the base salary level.
The dossier for settlement of the regime includes:
- Application for medical examination to enjoy the regime of support for serious illness of the subject or relatives of the subject according to Form No. 01 in the Appendix attached to this Decree;
- Original (paper version) or electronic copy Summary of medical records for treating critical illnesses of hospitals inside or outside the Army;
- A copy or electronic copy of the decision on enjoying the monthly pension regime.
This Decree takes effect from January 1, 2026.
