Circular No. 50/2026/TT-BQP of the Ministry of National Defense detailing and guiding, organizing the implementation of a number of articles of Decree No. 363/2025/ND-CP of the Government stipulating policies to attract and value talents for the Vietnam People's Army.
Article 8 stipulates the field of national defense intelligence as follows:
1. Circular No. 50/2026/TT-BQP stipulates that the object of valuing talent in the field of national defense intelligence is commanders and managers who must meet the criteria and standards including:
a) Be steadfast and firm in the face of all difficulties and challenges; dare to endure and overcome all temptations, hardships, and dangers; absolutely comply with the principles of intelligence organization and operation;
b) Have particularly excellent systematic thinking and vision in researching, analyzing, evaluating, and forecasting the world, regional and domestic situation related to the field of intelligence; advising on foreign policy, military cooperation, defense and army building, and defense intelligence development guidelines and orientations, achieving high efficiency;
c) Having in-depth and broad knowledge in the fields of politics, economy, culture, society and defense, security, foreign affairs, law, science and technology; especially excellent in defense intelligence nghiệp vụ; having innovative thinking, methods, command and management styles that are scientific, professional, and creative;
d) In particular, they must have the capacity to lead, direct, and organize agencies and units to excellently complete tasks; units with new, creative, breakthrough, and highly effective models, solutions, and ways of working, creating progress and development of national defense intelligence.
2. For cadres and professional staff who are valued for talent, they need to meet the following criteria:
a) Be steadfast and firm in the face of all difficulties and challenges; dare to endure and overcome all temptations, hardships, and dangers; strictly comply with the principles of intelligence organization and operation;
b) Especially proficient in intelligence expertise and nghiệp vụ; deeply understanding political, economic, cultural, social, defense, security, foreign affairs, science and technology knowledge; sensitive and sharp in assessing and forecasting the situation; capable of detecting practical issues that are being raised and high requirements of intelligence activities;
c) Have scientific, professional, and creative working methods and styles; advise and propose breakthrough contents and measures that achieve high efficiency in intelligence activities; have prestige and influence within the unit and the Vietnamese national defense intelligence sector.
