On November 10, according to information from the Hai Phong City People's Procuracy, the Hai Phong City People's Procuracy (VKSND) of Region 11 approved the Decision to prosecute the accused and the Arrest Warrant to temporarily detain Pham Van D (born in 1990, residing in Gia Loc Commune, Hai Phong City) for the crime of Theft of property, according to the provisions of Clause 1, Article 173 of the Penal Code.
According to the initial investigation results, Pham Van D has a previous conviction for illegal possession of narcotics, and his criminal record has not been cleared. Due to unemployment and need for personal expenses, on October 24 and 27, 2025, D committed two thefts of lighting wires in Chuoi village, Yet Kieu commune, Hai Phong city.
Accordingly, at around 11pm on October 24, D stole about 1,200m of electric wire, burned it for a copper core and sold it for more than 2.6 million VND for personal use. At around 11pm on October 27, while continuing to steal more than 300m of electric wire, the subject was discovered by the yet Kieu Commune Police, who made a record and seized all the evidence.

D's act of stealing household electric wires directly affected the lives of people in the village and commune, and also had a negative impact on security and order in the area, with the total value of damage according to the property valuation conclusion being 11,534,000 VND.
The People's Procuracy of Region 11 of Hai Phong City chaired an interdisciplinary meeting with the City Police Investigation Agency and the People's Court of Region 11, identifying this as a key case, aiming to conduct a quick investigation, prosecution and trial, propagate to raise awareness of law compliance among the people and serve the local political tasks well.
The case is being further investigated by the Investigation Police Agency of Hai Phong City Police to be handled according to the provisions of law.
