Implement the direction of the Office of the National Civil Defense Steering Committee in the document dated November 2, 2025 on readiness to handle the incident of the STAR BUENO ship stranded in Dung Quat area, Quang Ngai province.

On November 2, 2025, the Central Oil spill response center deployed a team of officers to conduct a field survey at the scene of the STAR BUENO ship in distress and coordinated information with the Dung Quat Port Border Guard Station.

It is known that the STAR BUENO ship is a Vietnamese national, with a cargo capacity of nearly 179 thousand tons; 291.97m long, 45m wide, carrying nearly 175 thousand tons of iron ore; on board 22 crew members; cruise ship from South Africa to Dung Quat port. The amount of fuel on the ship currently has about 163 m3 of DO oil and 2,066 m3 of FO oil (according to information from Dung Quat Port Border Guard Station).

At the time of the survey, at the scene, it was raining, the Northeast wind was level 5, sometimes level 6, gusting to level 7, level 8, waves 2m - 3m high, the weather was bad.

In the coming days, according to the National Center for Hydro-Meteorological Forecasting, there will be widespread heavy rain in the Central region, combined with the impact and impact of the upcoming storm No. 13, which is forecast to affect the Central region, the affected area from Da Nang to Khanh Hoa.

Therefore, if the emergency repair of the ship is not timely and not guaranteed, it will lead to the risk of oil spills and will greatly affect the Dung Quat sea area and the southern area.

In the face of the above developments, the Central Oil spill response center requested the Quang Ngai Provincial Civil Defense Command to transfer oil out of the incidented ship (controlling the risk of oil spills from the beginning) due to bad weather.

Relevant units and agencies regularly inform the Center for Oil Overflow Response incidents and risks of oil spills.

Closely coordinate with the Central Oil Spill response Center to organize response before and when oil spills occur.

The Central Oil spill response center prepares forces, vehicles, and equipment to respond to oil spills, ready to participate in responding to oil spills according to the direction of the Office of the National Civil Defense Steering Committee and the Quang Ngai Provincial Civil Defense Command.

As reported by Lao Dong Newspaper, at around 6:00 p.m. on October 25, the STAR BUENO ship while anchored in the Dung Quat sea area waiting for instructions to dock, the ship's duty officers discovered that the left anchorage mine had drifted. Due to strong winds and large waves, about 40 minutes later, the ship lost mobility and ran aground at coordinates 15°28N - 108°46E.

At 8:00 a.m. on October 29, the boat floated again. However, the captain confirmed that the tonsils 1, 5 and 7 were encroached by water. The crew used a mobile pump to pump water out to ensure the safety of the ship.

Currently, the Dung Quat sea area has winds of level 5 - 6, gusts of level 7, waves 2 - 3m high. The STAR BUENO ship contained a large amount of goods and was severely damaged, so there was a risk of sinking and oil spills, causing pollution of the marine environment if the incident went bad...
