According to Thanh Hoa Provincial Police, implementing Project No. 25 and Plan 282 of the Central Party Committee of the Public Security, in recent times, with a spirit of determination and urgency, the Provincial Police have focused on leading and directing functional units to prepare the necessary conditions, effectively receive and implement a number of new tasks from the provincial departments and branches and organize the arrangement and streamlining of the apparatus according to the motto: "implementing the new model must be quick, without interrupting regular operations, not leaving any vacant areas and bring high efficiency".

Since February 2025, Thanh Hoa Provincial Police have proactively implemented the arrangement and streamlining of the apparatus; reduced 26 district-level police units, and reduced 184 teams under district-level police. After the dissolvement of the district-level police, more than 2,000 officers and soldiers were transferred to the commune-level police and professional departments of the Thanh Hoa Provincial Police.
Colonel Duong Van Tien - Deputy Director of Thanh Hoa Provincial Police - said that the whole province currently has 547 police agencies at the commune, ward and town levels. Thanh Hoa is also the locality with the largest number of commune-level police in the country.
"Currently, the role of the commune-level police is very important. For most incidents that occur in the area, the commune-level police are the fastest force to grasp information and can directly report to the provincial level for handling" - Colonel Tien said.

According to Colonel Tien, in 2024, the whole province prevented more than 3,000 fraud cases. To prevent this type of crime, the police force (especially grassroots police) needs to widely and continuously propagate to the people. Only when people are fully aware of the tricks and tricks of fraud can they protect themselves.
Regular police on the commune
According to Thanh Hoa Provincial Police, from 2022 to present, the police force at the commune level in the province has advised grassroots Party committees and authorities on ensuring security and order (ANTT) in the area; received more than 2,300 reports of denunciations of crimes; verified, resolved and administratively sanctioned more than 3,000 cases; mobilized the recovery of more than 2,600 guns of all kinds... thereby contributing to ensuring security and order in the area.

As a case of implementing the project to arrange regular police for the commune, Major Truong Van Chuong - Head of Lung Cao Commune Police, Ba Thuoc District, Thanh Hoa Province - said that 5 years ago (in 2020), when he took on the task of becoming the Commune Police Chief, he and the officers in the unit encountered many difficulties.
At that time, in addition to difficulties in facilities and equipment, it was also somewhat difficult to get used to the environment, daily life and the language of the people. Because the locality has up to 80% of the Thai ethnic group - Major Chuong shared.
According to Major Chuong, to overcome the above obstacles and difficulties, in addition to performing daily tasks, the brothers in the unit also work with the commune cadres to go to the villages to talk and propagate to the people. In the early days, propaganda was still faced with barriers due to language disagreements, requiring interpretation.

After a period of time, attending a Thai language class organized by Thanh Hoa Provincial Police, the officers of the unit became familiar with it and communicated more easily with the people. From there, the mobilization and propaganda work will also be more favorable.
"With the motto of sticking to the area, eating together, living together with the people, we accept and resolve the smallest conflicts, so the people's awareness of law compliance has been constantly raised" - Major Chuong said.
