On the afternoon of April 24, at the Hall of Tan Hung Ward People's Committee, Emulation Cluster 2 organized a Conference to sign the 2026 emulation agreement and a thematic activity on professional emulation and commendation work.
Attending the conference were Mr. Vu Kim Manh - Deputy Head of Professional Affairs Department (Competition and Reward Board of Ho Chi Minh City Department of Home Affairs). On the side of the presiding unit, there were Mr. Nguyen Duc Tri - Chairman of Tan Hung Ward People's Committee (Group Head) and Mr. Duong Van Dan - Vice Chairman of Chanh Hung Ward People's Committee (Deputy Group Leader), along with leaders of People's Committees of 10 member wards under Emulation Cluster 2.

At the conference, units discussed and unanimously approved operating regulations and plans to organize emulation movements in 2026. Representatives of leaders of 10 units in the Cluster performed the ceremony of signing the emulation agreement with high determination to successfully implement socio-economic development goals, national defense and security in the area.


Speaking at the ceremony, Mr. Nguyen Duc Tri - Chairman of Tan Hung Ward People's Committee - Head of Emulation Cluster 2 emphasized that the signing is an important milestone affirming the long-term and sustainable cooperation commitment between members, determined to successfully complete assigned tasks.
Mr. Tri said: "The emulation movement must truly become a driving force for us to complete socio-economic development targets and improve people's lives. In the context of increasingly high requirements from localities and units, each cadre and civil servant needs to be proactive, creative and uphold the spirit of responsibility to optimize resources in terms of time, human resources and organization, thereby creating a breakthrough for infrastructure and people's lives.

Mr. Tri emphasized that in the coming time, the Cluster will focus on breakthrough solutions, considering emulation as a regular task associated with administrative reform and digital transformation. The core goal is to improve service quality, create satisfaction for people and businesses through convenient public services, reducing costs and time.
Along with the implementation of emulation movements, in 2025, Emulation Cluster No. 2 urgently implemented key infrastructure projects, ensuring progress. Wards in the Cluster (especially areas along canals and ditches) have drastically implemented the work of mobilizing people.

Specifically, the Bo Bac Kenh Doi project has a large scale of clearance. Units have mobilized and achieved a high consensus rate. In Phu Dinh ward, 86.79% (697/803 cases) have agreed to the plan, ensuring the progress of disbursement of public investment capital.
The Binh Tien Bridge and Road and Ring Road project completed 100% of the surveying, inventory and issuance of land recovery notices (97/97 cases in Phu Dinh have completed legal documents). The projects to expand alleys and upgrade roads achieved an absolute high consensus rate in approving compensation plans.
