The conference aims to disseminate Vietnam's policies and laws on seas and islands, and raise awareness of the position, role, and importance of seas and oceans for socio-economic development and national defense. At the same time, promote communication work, raise awareness of international cooperation, seas and oceans, and sustainable development of the marine economy.
Speaking at the opening of the conference, Mr. Ho Hong Hai - Deputy Director of the Department of Legal Affairs, Ministry of Information and Communications said that the East Sea, with its important strategic significance, is always the focus of military and legal complexity.
Looking back at 2023 and developments in the first months of 2024, it can be seen that this sea area is heating up due to the complex interplay between diplomatic efforts, military posture, regional cooperation, and legal violations.

Addressing the challenges in the South China Sea will require nuanced diplomacy, regional cooperative efforts, and a commitment to upholding international norms.
"The fluctuations in the East Sea directly affect the nation's supreme interests, which are national security and sovereignty. Therefore, firmly protecting the sovereignty of the sea and islands is a long-term struggle, requiring the combination of the country's internal strength, international support, and importantly, ensuring the maintenance of peace and stability on the ground and compliance with international law," Mr. Hai emphasized.
According to Master Nguyen Thi Tuyet Giang - Head of the International Law Division, Department of International Law, Ministry of Justice, from October 2023 to September 10, 2024, Da Nang City authorities discovered and verified 404 fishing vessels with signs of violations. Of which, 20 fishing vessels have been recorded for administrative violations, with a fine of 453 million VND.
Up to now, Da Nang City has not detected any serious violations of IUU fishing (no fishing vessels of the city have been arrested or processed for violating foreign waters; sending or transporting VMS equipment; brokering, connecting, violating illegal fishing in foreign waters).
Also at the conference, the reporters presented on the border situation and law enforcement work of the Border Guard on the border; introduced some contents on policies and laws on seas and islands in the current context.
