On January 29, Cong Thuong Newspaper organized the "Forum for realizing mechanisms and policies for national energy development in the period 2026-2030". Speaking at the forum, Mr. Tran Hoai Trang - Deputy Director of the Electricity Department (Ministry of Industry and Trade) said that Resolution No. 70-NQ/TW on ensuring national energy security to 2030, vision to 2045 has emphasized that firmly ensuring national energy security is the foundation, the important premise for national development, and an important part of national security.
Energy development is given the highest priority to meet the requirement of continuous growth of over 10% in the coming period, implementing the country's two 100-year goals. The national energy development plan must be led and directed to be implemented centrally, unifiedly, synchronously, seriously, and effectively" - the leader of the Electricity Department emphasized.

According to Mr. Tran Hoai Trang, the National Assembly's Resolution also completes the legal corridor as a foundation for energy development. Accordingly, the Electricity Law No. 61/2024/QH15 plays the role of the highest legal foundation, comprehensively regulating Vietnam's electricity industry towards sustainability, green and modernity. The Law prioritizes the development of renewable energy (wind power, solar power), promotes self-production and self-consomment mechanisms, encourages private investment, and institutionalizes energy transition policies, especially for offshore wind power.
Accordingly, the Law creates a legal corridor for offshore wind power: The Law creates a solid legal basis for the development of offshore wind power projects, a large potential area of Vietnam. Encouraging investment and competition: The Law clearly stipulates the selection of investors for power projects, attracting socialized capital, and at the same time creating favorable conditions for domestic enterprises to develop electrical technology.
Providing more information about the National Assembly's Resolution on mechanisms and policies for national energy development in the 2026-2030 period, leaders of the Electricity Authority said that Resolution 253/2025/QH15 is of particular importance, both in terms of institutions and practical implementation, when the energy industry officially enters a new stage of development, especially the pivotal year of the 2026-2030 period with higher requirements for energy security, green transition and system autonomy.
Firstly, this is a resolution with a comprehensive scope of regulation, fully covering the pillars of the national energy system, from power sources, power transmission and distribution grids, direct electricity purchase and sale to oil and gas and coal, especially offshore wind power development, this is a new type of power source that is being deployed in Vietnam for the first time... This shows a systematic, synchronous, and timely approach instead of handling each individual area as before. In the context of rapidly increasing energy demand, while emission reduction and environmental protection requirements are increasingly strict, along with the goal of double-digit economic growth from 2026, I think this approach is extremely necessary.
Second, the resolution creates a flexible and timely mechanism to handle issues arising from the reality of planning implementation. Allowing planning adjustments and updates without changing major goals, orientations or total capacity according to the power source structure is a very noteworthy step forward.
This mechanism helps remove bottlenecks in progress, synchronize resources and networks, replace slow-progress projects, create proactiveness in management and supervision of planning implementation, and at the same time maintain planning discipline and power control.
Third, the resolution clearly shows the spirit of administrative procedure reform, reducing compliance costs for businesses. A series of important projects such as power grids, oil and gas, and urgent coal are exempt from procedures for approving investment policies; the negotiation time for electricity purchase and sale contracts is shortened; authority is more clearly decentralized to localities.
In the context of the energy sector entering a new development cycle, Resolution 253/2025/QH15 of the National Assembly is an important institutional backing, creating a sufficiently broad but still tight legal corridor for the energy sector to develop more safely, efficiently and sustainably in the context that industries are focusing on supplementing, amending, and completing to ensure synchronization and unity of the legal system" - the representative of the Ministry of Industry and Trade emphasized.
