On April 13, Southern Power Corporation (EVNSPC) provided detailed information on the implementation of projects to ensure electricity supply for socio-economic development of Phu Quoc special zone and the APEC 2027 Summit.
Current status of power supply in Phu Quoc
According to EVNSPC, currently, Phu Quoc special zone is being supplied with electricity from 2 110kV sources: 110kV Phu Quoc Substation (2x63MVA) through the Ha Tien - Phu Quoc underground cable line and 110kV Nam Phu Quoc Substation (2x63MVA) through the 220kV Kien Binh - Phu Quoc line. However, these 2 sources have not been linked together, if one of the two sources has an incident, it will affect the work of ensuring electricity supply in the area.
In order to ensure safe and reliable power supply for the Phu Quoc special zone, ensuring power supply to serve the APEC 2027 Summit, EVNSPC has proactively invested and is implementing the construction of power grid projects: Phu Quoc 220kV substation, Phu Quoc - North Phu Quoc 110kV line, Phu Quoc - South Phu Quoc 110kV line.

After completing the 110kV Phu Quoc - North Phu Quoc and Phu Quoc - South Phu Quoc power lines projects, the 110kV North Phu Quoc substation will be supplied with 110kV power and ensure N-1, raising the total power supply capacity of the entire Special Zone to 315 MVA, ensuring safe and reliable power supply to serve the APEC 2027 Summit and the economic and living development needs of people on the island.
Situation of key power projects in Phu Quoc
Identifying 3 projects: Phu Quoc 220kV Substation, Phu Quoc - North Phu Quoc 110kV Transmission Line and Phu Quoc - South Phu Quoc 110kV Transmission Line as key projects, of great significance to energy security and socio-economic development of Phu Quoc Special Zone, especially serving the APEC 2027 Summit.
Over the past time, EVNSPC, the Southern Power Project Management Board and related units, along with construction contractors, have prioritized focusing all resources to accelerate the construction progress of these projects. In particular, right from the time the projects were started until now, EVNSPC leaders have regularly been present at the construction site to inspect and supervise the construction progress; continuously have working sessions, reporting to the leaders of An Giang Provincial People's Committee and Phu Quoc Special Zone on the construction progress, solutions to remove difficulties and obstacles to accelerate the project progress; especially barriers and obstacles in compensation and site clearance.
On the side of An Giang province, the Provincial Party Secretary has had many directives; the Provincial People's Committee has also issued a Plan to coordinate implementation with EVNSPC and established a Steering Committee for electricity projects and works in the province and assigned the Standing Vice Chairman of the Provincial People's Committee to be the Head of the Committee.
An Giang Provincial People's Committee has directed departments, agencies, branches and Phu Quoc Special Zone People's Committee to develop detailed plans for each project, each foundation position, assign responsibility to the head and mobilize the entire grassroots political system to participate; departments, agencies, branches, and Phu Quoc Special Zone People's Committee have also provided support and close coordination with the electricity sector in removing difficulties and obstacles.

However, currently all 3 projects still face many barriers and difficulties in compensation and site clearance, causing the risk of hindering the progress of completion according to the plan. The reason is that the power lines are quite long with many pole positions, affecting many organizations and households; the volume of surveying and surveying the field is large, while the force of officials performing site clearance and compensation is still limited. The compensation price policies according to the State's regulations in some locations are lower than market prices, leading to people not agreeing and prolonged complaints.
In addition, changes in procedures and land changes also make management work in some areas still face many difficulties and limitations; the timely review, adjustment, and update of land changes have also caused many barriers and obstacles; some land plots bought and sold, changing owners also cause many difficulties for mobilization and handover of land... In addition, the Phu Quoc - Bac Phu Quoc 110 kV power line project has 24 locations stuck due to no decision to change the land use purpose of forest land;...
For the above 3 projects, EVNSPC and contractors have been and are ready in terms of manpower, materials, vehicles, and equipment to start construction; construction will be deployed to the extent of the site, determined to bring the projects to completion on schedule according to the direction of the Government, An Giang Provincial People's Committee and Vietnam Electricity Group.
